What kind of credit matrix can create sustainability?

There is, by most knowledgeable estimates, about 5.5 billion dollars worth of loan paper on manufactured homes generated by owner-assisted finance efforts in the U.S. today. Very little of that was created with the help of a formalized credit matrix, and as a result, much of it is of little value in the resale market.
