Former WH Chief Strategist, Steve Bannon Blistered by President Trump, Manfort Suing DOJ; Impacts on Agenda, Nation?

TrumpWPostBannonLostJobLostHisMindDailyBusinessNewsMHProNews

Let’s break the rule of news and analysis of hooking readers first, and then slowly giving out the key facts.

The Guardian’s report on excerpts from the upcoming book, Fire and Fury: Inside the Trump White House by Michael Wolff claim that generally pro-Trump, right-of-center Breitbart’s Steve Bannon’s called the Trump Tower meeting between the president’s son and a group of Russians during the 2016 election campaign as “treasonous,” “sh-t,” and “unpatriotic.”  It’s salacious, and already being used by anti-Trumpers to once more derail his pro-growth agenda.

The White House has called the book, trashy tabloid fiction.

Stocks rose today, even in the wake of this bombshell and cross fire.

The Fire and Fury quotes are contradicted by prior Bannon quotes last year, that the Russia collusion is “a total farce.”  There’s more than enough conflicting claims between what the book teasers allege, and what some have previously said to cast doubts.

But since the market’s today weren’t shaken, the majority of Americans – including Trump supporters – can rest easy.  Had this happened before the passage of the tax cuts and jobs bill?  That might have been a different story.

Celebration, Fact Check$, Plus Small Biz Nuts and Bolts on 2018 Tax Changes

Why Isn’t This a Bigger Deal?  The Details

For those who need a reminder, Democratic Harvard Law emeritus attorney, Alan Dershowitz, has said several times in 2017 that even if the allegations in so-called ‘Russia-gate’ were true, they would not be illegal.

The legal scholar has said, it would look bad, but isn’t illegal.

That’s why the ABC News’ Bryan Ross report – that was later retracted/corrected, and led to that reporter’s suspension – should never have roiled the markets in the first place.  ‘There is no there, there’ in so-called Russiagate, as the Daily Business News has reported for most of 2017.

DonaldJTrumpTweetSueABCOverBrianRossFalseReport

What may have there, there is Clinton campaign collusion with federal officials, a British intelligence operative, and Russians.

That doesn’t mean that the Muller team won’t attempt to use this saucy claim against the president’s son in the president’s tower.  Ditto Democrats, and the anti-Trump media.  Left of center CNN, CNBC and others are already on this issue, ‘big league.’

The official White House press briefing today on this topic, is below.

2017 Bi-Partisan Political Cartoons in Review (Note: Insightful, Satire, Tragic, Humor…)

Paul Manafort Strikes Back, Sues Mueller, DOJ

  • The actions of DOJ and Mr. Rosenstein in issuing the Appointment Order, and Mr. Mueller’s actions pursuant to the authority the Order granted him, were arbitrary, capricious, and not in accordance with the law,” the suit reads, per CNBC.
  • The actions of DOJ and Mr. Rosenstein in issuing the Appointment Order, and Mr. Mueller’s actions pursuant to the authority the Order granted him, were arbitrary, capricious, and not in accordance with the law,” the suit reads, the left-of-center outlet reported.

Paul Manafort, per left-of-center video report from Bloomberg.

Paul Manafort, from right of center, Fox Business.

Tainted?

Alan Dershowitz is among those who’ve cast doubts about the integrity of the Mueller investigation.

So while one can easily dispute left-of-center CBS’ claim that ‘Democrats and Republicans agree’ that special counsel Mueller is ‘beyond reproach,’ their video spotlights just one of several issues that have cast doubt about his objectivity and leanings.

Bottom Lines?

There are reasons to believe that this could linger for a time.  But based upon the initial reports, the non-reactions of the markets, and experts like Alan Dershowitz who’ve consistently said there is no there there on the ‘Russia-gate’ narrative, while inconvenient, this may not have much impact on the Trump agenda.

That said, stay tuned for developments on the administration’s ongoing efforts to free the economy for a more robust 2018. ## (News, analysis, commentary.)

“Season of War” Against “Establishment,” Manufactured Housing, and You

October 16th, 2017 Comments off

ASeasonofWarPixabayDailyBusinessNewsMHProNewsI am certainly not one of those who need to be prodded.
In fact, if anything, I am the prod
.” – Winston Churchill.

To everything there is a season, and a time to every purpose under the heaven…
a time of war, and a time of peace
.”
Ecclesiastes 3:1-8, and the lyrics for the pop song, Turn, Turn, Turn.

The manufactured housing industry in several ways tends to mirror the nation.  So, there are individuals working in the industry across the political and economic spectrum.

But as the pre-election surveys by the NYTimes MHLivingNews and MHProNews reflected, a clear majority of the industry’s professionals voted for Donald Trump – and for what Jim Clayton called the 45th president’s “disruptor” agenda.

Misunderstood…

It’s not a news flash, but it should be.  Manufactured housing is misunderstood, as are some of the causes for the industry not advancing more quickly.

But almost as misunderstood is clarity – or the lack thereof – of some pundits and media when it comes to Donald J. Trump and how he operates.  The same might be said of POTUS Trump’s former White House Chief Strategist, Steve Bannon.

Steve’s been a friend of mine for a long time,” said the president today, per a report by CNN.  Others in media spanning the left-right divide reported the same.  CNN’s narrative seemed to paint Bannon and Trump as being at odds after his departure from the West Wing.

But the president is apparently playing all sides, as part of his “art of the deal” to advance tax reform and other items in his agenda.

SteveBannonDonaldTrumpSalonMHProNews

Many on the left – and right – appear to be confused.

TrumpBannonSeasonofWarGoogleNewsDailyBusinessNewsMHProNews

Many in the media, left and right, are seemingly misreading the Trump/Bannon relationship, and strategies.

But for those who’ve closely followed the unorthodox methods that now POTUS Trump launched some 27 months ago may have missed what the Daily Business News previously reported regarding Dr. Keith Ablow insights on the president.

POTUSDefinedManufacturedHousingIndustryDailyBusinessNewsMHProNews

Ablow, a FOX News contributor, mentioned early in the Trump Administration that the president is playing the media, allowing some controversy to distract their attention, as he advances his agenda.

RC Williams observed with Ablow, that it was political and media chess,” like the “epic Ali-Foreman,” “Rope a Dope” – could President Trump be zigging, while everyone else is zagging?”

“A Season of War…”

Bannon told the Value Voters Summit just days ago that he would be backing insurgent candidates against every Republican Senate incumbent, save Texas Senator Ted Cruz.

Bannon made it plain there was plenty of time to later regroup and focus on Democrats.

But for now, it was time to defeat those who were failing the president and the agenda that moved voters to deliver the White House, Senate and House to the GOP.

It’s a takeover of the Republican Party that Bannon has in mind.

President Trump, just hours before saying how well he was getting along with Mitch McConnell, said that he understood Bannon’s objectives.  See Trump/McConnell in the report, linked here.

It was reminiscent of what MHProNews previously reported as the “head fake” that gave Trump a win-win in the Alabama primary last month, when Luther Strange was upended by Bannon-supported Judge Roy Moore.

SteveBannonOutNewsMaxGoingToWarForPresidentTrumpDailyBusinessNewsMHProNews

Bannon is leading his flagship web-publication Breitbart – which Harvard and others on the left have after analysis decided is “not alt right” – in his war to purify the GOP, to become more loyal to the president’s America First agenda.

Bannon was a key player in the strategy that helped craft a Reagan-like coalition of “working class” Democrats in states such as Wisconsin, Michigan, and Pennsylvania.

That delivered the White House to President Trump, and gave the GOP a surprising, if narrow, majority in the Senate.

LarryKudlowTrumpEndingWaronBusinessDailyBusinessNewsMHProNews438

Part of their strategy has been a:

  • strong on borders,
  • tougher on trade,
  • policies that are good for labor,
  • the working class,
  • to foster rising wages,
  • and ending what economist Larry Kudlow called the governments “war on business.”
RegulationNationManufacturedHousingYouDailyBusinessNewsMHProNews

An in depth look at the cost of regulations, how it harms smaller businesses more than larger ones, and how MH industry state and national associations compare. Some surprising facts await.

POTUS Trump’s and Bannon’s concerns over monopolies ought to raise eyebrows in the manufactured housing space.

So instead of chasing tweaks like Preserving Access, or the like, Trump/Bannon are serious about their bolder promises to roll back Dodd-Frank, ObamaCare, get tax reform, accomplish entitlement reform, and liberate the economy from other parts of the Obama/left agenda completely.

PreservingAccesstoManufacturedHousingActOddsPerSkoposLabsGovTrackDailyBusinessNewsMHProNews_001

For those objectively following developments, the president, Bannon, Kudlow and others are likely triangulating.  The president has himself stated his “never quit” attitude.

Will this effort to replace decades of GOP and Democratic policies that the Team Trump believe have harmed business, and millions of American workers succeed?

Only 9 months into this administration, much has already been accomplished. “We Provide, You Decide.” © ## (News, analysis, commentary.)

“Corrupt and Incompetent,” Hot Rhetoric, “S.O.B.” like “NY Mafia”

September 26th, 2017 Comments off

DitchMitchDrawinTheSwampCorruptIncompetentSolutionFundPoliticalActionCommitteeDailyBusinessNewsMHProNewsCorrupt and incompetent” is how former White House Chief Strategist Steve Bannon described the leadership of the Republican Party on Capitol Hill.

In an interview with Sean Hannity on Fox News, Bannon – now back with the right’s popular Breitbart – stressed his support for President Donald J. Trump’s agenda.  He does so even as he supports a candidate other than the one the president formally endorsed, as reported by the Daily Business News.

In a release to MHProNews, the “Solution Fund Political Action Committee” has sent a colorful statement that accurately depicts the support of some high profile conservatives for Judge Roy Moore.  Meanwhile, their statement paints Strange as, “But those corrupt, deal-cutting liberal Republicans have their candidate, too, in Luther Strange, a man so thoroughly under Mitch McConnell’s thumb there’s nothing left to see of his Abe Lincoln-sized frame.”

StrangeVsMooreTrumpVsBannonDailyBusinessnewsMHProNews

Alabama, a Manufactured Housing Production State in Deep Red Trumpland

Alabama is a deep red state that President Trump won by a wide margin.  It is home to over a dozen HUD Code manufactured housing production centers, and hundreds of thousands of manufactured home owners, that the New York Times says tends to lean toward POTUS Trump.

As efforts such as the repeal and replacement of ObamaCare languishes in the Congress, there is an effort among conservatives to purify the GOP of anti-Trump, “RINO” Republicans.

UrbanDIctionaryPresidentOfTheUnitedStates=POTUSDailyBusinessNewsMHProNews

The Solution Fund PAC release states, “Praised by Ann Coulter and Ben Carson, Judge Moore is the candidate of choice for Sean Hannity, Mark Levin, Phil Robertson, Chuck Norris, James Dobson, Mike Huckabee, Louie Gohmert, Sarah Palin, Sebastian Gorka, Steve Bannon and a hundred other good conservatives.”

SeanHannitySarahPalinMikeHudkabeeMarkLevinPhilRobertsonChuckNorrisDailyBusinessNewsMHProNews

The “liberal wing of the Republican Party” has “outspent Judge Moore by a factor of more than 20 to 1.”  They frame this election as RINO (Republican in Name Only) vs. true Trump supporting Republicans.

GoogleHeadlinesBannonVsTrumpDailyBuisnessNewsMHProNews

The Daily Business News reported on this controversial campaign at this link here.

Given the hyperbolic language from Solution Fund and others – such as speaking of Strange as an S.O.B. and then, “call him “Big Luther,” Alabama’s version of the New York mafia’s “Fat Tony Salerno” and “Vinnie the Knife.”

So it is no surprise that several in the mainstream media have and will frame this as a civil war within the GOP.

SteveBannonBreitbartLPOTUSTrumpRCreditSolonDailyBusinessNewsMHProNews

Perhaps more accurate is the notion that if Moore wins, both Trump and Bannon and those with Breitbart’s leader still win.

While Moore has maintained a lead in the polls, for a normally low-turnout primary, it will come down to turnout of each group’s motivated voters. ## (News, analysis.)

Toxic Combination of Big Business in Bed with Big Government, Rules for Radicals, Generation Zero

As previous and upcoming reports will highlight, the political winds are blowing in several different directions.  Those winds could well mean, as Mark Weiss, President and CEO of the Manufactured Housing Association for Regulatory Reform (MHARR) has said, a narrowing window of opportunity for manufactured housing.

Ideas have consequences,” Steve Bannon and the Generation Zero video shown below state, but they were not the first to say so.  Nor where they the first to refer to Saul Alinsky’s book – “Rules for Radicals,”  – as the “bible for [left wing] activists.”

Snopes says, “…the first radical known to man who rebelled against the establishment and did it so effectively that he at least won his own kingdom — Lucifer,” wrote Saul Alinksy in the foreword to his infamous Rules for Radicals.

Jay Hamilton, of the Georgia Manufactured Housing Association (GMHA) is among the industry’s professionals who have previously warned against Alinksy’s thinking.

The Generation Zero video notes that Alinksy inspired part of the “Cloward–Piven strategy,” which Wikipedia describes, political activists Richard Cloward and Frances Fox Piven that called for overloading the U.S. public welfare system in order to precipitate a crisis that would lead to a replacement of the welfare system with a national system of “a guaranteed annual income and thus an end to poverty.”

Once you lead the nation to the point of bankruptcy, then the nation becomes ripe for revolutionary change, Cloward and Piven believed.

What Cloward and Piven didn’t know in their day was that Russia and China abandoned their long experiment with socialism/communism, keeping strong central government, but using several free market, low taxes, low regulations principles.  But that doesn’t mean that Cloward/Piven would have changed their views.

The Cloward/Piven strategy was to load America up with debt, and undermine free enterprise, which they termed using the Marxist term, “capitalism.”

The video below uses several powerful quotes, including biblical and one from the British philosopher, G. K. Chesterton who said “When men choose not to believe in God, they do not thereafter believe in nothing, they then become capable of believing in anything.”

The President Denies it, Democrat Alan Dershowitz Defended Bannon

President Trump and Secretary Hillary Clinton supporter and prominent Democratic attorney, Alan Dershowitz, have both said that they see no evidence of racism in Bannon.

So who is Steve Bannon and Breitbart?

Why did Bannon leave the White House and the Trump Administration?  If “personnel equals policy,” in politics as some argue, with Steve Bannon – along with Fox News regular, Sebastian Gorka – out of President Donald J. Trump’s circle of advisers, will the Trump Administration fundamentally change?  If so, how?

How will all this play out on its impact of the markets, the economy, and manufactured housing’s opportunities?

MediaBiasChartSharylAttkissonLeftRightPostedDailyBusinessNewsMHProNews

Full Measure’s Sharyl Attiksson’s media bias chart is useful in sorting out the agendas behind various headlines and news sources.

This Daily Business News (DBN) report will focus on a specific part of those timely questions.  Who is Steve Bannon and Breitbart News?

The New York Times Magazine, Patheos, and Reddit were among numerous sources that reported on a recent “extensive” Harvard/MIT study of their published material that delved into those two questions.

SteveBannonGenerationZeroCreditWorldofWonderDailyBusienssNewsMHProNews_001

Steve Bannon, right, who was part of the creation of the Generation Zero video shown below. Smear tactics are part of Saul Alinksy’s Rules for Radicals. Credit for graphic above, World of Wonder.

They concluded that Bannon and Breitbart where right-of-center, but not ‘alt-right,’ meaning not racist.

Essayist Wil S. Hylton spoke to Harvard law professor Yochai Benkler.  Benkler studied the “rise and influence” of Breitbart News. Using their “colossal database” at Harvard and MIT, their Media Cloud reviewed ten years of articles.

According to Hylton, “the last thing Yochai Benkler noted before” … “left his office at Harvard was that his team had performed a textual analysis of all the stories in their database, and they found a surprising result.”

One thing that came out very clearly from our study is that Breitbart is not talking about these issues in the same way you would find on the extreme right,’’ he said. ‘‘They don’t use the same language you find on sites like VDARE and The Daily Stormer’ — two sites connected to white-nationalism and the alt-right movement. He paused for a moment, then added: ‘‘Breitbart is not the alt-right.’’

Newsweek quoted a Wall Street Journal interview where Bannon was quoted in 2016 as saying, “I’m an economic nationalist. I am an America-first guy. And I have admired nationalist movements throughout the world, have said repeatedly strong nations make great neighbors,”

I’ve also said repeatedly that the ethno-nationalist movement, prominent in Europe, will change over time. I’ve never been a supporter of ethno-nationalism,” Bannon added.

Many on the right-wing side of the media are concerned that with Bannon out, that the Trump Administration will become the third term of President Obama, as WND was cited as saying.  But that ignores Trump’s own speeches last week, as well as the 45th president’s extensive history on his stated positions.

To better understand Bannon, a look at a pre-Trump era documentary he was part of called Generation Zero is instructive. ## (News, analysis.)

Steve Bannon, White House Chief Strategist, Wants Google, Facebook Treated Like Monopolies

August 3rd, 2017 Comments off
WhiteHouseChiefStrategistSteveBannonWantsGoogleFacebookTreatedLikeMonopolies

Bannon is one of the driving forces behind Breitbart, and is widely seen as having played an important role in President Donald J. Trump’s 2016 campaign.

Google has been online for almost 19 years now.

Facebook has been for 13 years.

During that timeframe, both companies have become dominating giants.

In 2017, Google is the top ranking website in the United States, and the world.  It’s closely followed by YouTube, which is owned by Alphabet, Google’s parent company.

Facebook is ranked number three world wide, per WeForum, which cites data from Alexa.

Google, YouTube and Facebook are all routinely used marketing tools in manufactured housing — and all other kinds of marketing too.

Besides having the world’s top 3 visited websites, Alphabet/Google and Facebook account for 99 percent of revenue growth in digital advertising in the U.S. in 2016, according to the analysis of IAB estimates.

Overall the U.S. digital advertising industry grew 21.8 percent in 2016, says Pivotal Research.

The big point is that if Google and Facebook are the primary interfaces to buyers, over the long-run they own the relationships and the related data,” Pivotal Research Senior Analyst Bill Wieser told Business Insider via email. “Every partner they work with is subservient.”

Internet Utilities, Advertising, and Monopolies

Wieser isn’t the only one who sees potential problems. White House Chief Strategist, Steve Bannon, has long been saying that the internet giants need to be regulated like utilities, and treated like monopolies.

In fact, as The Intercept points out, Facebook’s founder even Mark Zuckerberg called Facebook a “social utility” for the longest time.

I think there’s confusion around what the point of social networks is. A lot of different companies characterized as social networks have different goals — some serve the function of business networking, some are media portals. What we’re trying to do is just make it really efficient for people to communicate, get information and share information. We always try to emphasize the utility component.” – Facebook CEO and founder Mark Zuckerberg told Time in a 2007 interview.

However, as they also point out Zuckerberg appears to have taken away that slogan in recent years, likely at the advice of legal council, hoping to avoid just what Bannon and others are considering.

MarkZuckerbergCreditEntreprenuerDailyBusinessNewsMHProNews

Facebook co-founder, Mark Zuckerberg, is already a force in manufactured housing marketing, could be poised to enter the factory built housing space, and is widely rumored to be running for the Democratic nomination for president in 2020. Image credit as shown.

When Bannon says he believes there should be laws put in place to help regulate these things he does not mean by letting the  government take complete control. Rather, they could cap advertising fees and prices, since many see it as an essential place for people to advertise their businesses (see disclosure, second image, above).

Rumors have it that Zuckerberg, who announced a road trip back in January, might be gearing up to run for the White House. Is part of Bannon’s strategy to head off a potential POTUS Trump 2020 rival?

POTUSDefinedManufacturedHousingIndustryDailyBusinessNewsMHProNewsThe trip the Facebook founder spoke if is supposed to be for personal growth, “meeting regular folk”, and to “understand America.”  That sounds like an exploration of a campaign, further supported by the fact that Zuckerberg has hired Clinton campaign team members (more on that in a future report).

Bannon is known for edgy, controversial positions – and for being brilliant in his work. The tweet above is one example of some of his more controversial statements. It may also shed light on the Zuckerberg, Facebook, Google strategy. Image credit, Twitter.

Google and Facebook Are Growing Offline As Well

Regular Daily Business News readers will know that Google and Facebook both have physical stakes in the market as well. Google is planning to build 300 units of modular housing that will be used for temporary employee housing; and Facebook – although their building method has yet to be confirmed – is planning to build a whole “village” or town called Willow Campus.

Prominent Democratic Lawyer Defends Breitbart’s Steve Bannon

November 17th, 2016 Comments off

Alan Dershowitz – an emeritus law professor at Harvard University, high profile member of the O.J. Simpson defense team and staunch Democrat – is speaking out in response to strong rhetoric against Breitbart Chairman, Steve Bannon.

It is not legitimate to call somebody an anti-Semite because you might disagree with their policies,” said Dershowitz.

Going on the record with Breitbart, Dershowitz shared strong feelings about Bannon and how he’s being talked about in the media.

I think we have to be very careful before we accuse any particular individual of being an anti-Semite,” said Dershowitz. The evidence certainly suggests that Mr. Bannon has very good relationships with individual Jews. My former researcher, Joel Pollak, is an Orthodox Jew who takes off the Jewish holidays, who is a committed Jew and a committed Zionist, and he has worked closely with him. He has been supportive of Israel.

So, I haven’t seen any evidence of personal anti-Semitism on the part of Bannon. I think the Breitbart headline about a conservative republican being a renegade Jew was ill advised, but it doesn’t suggest to me anti-Semitism. It suggests to me a degree of carelessness.

presidentelecttrumpgreatgov-credit-postedmhpronews

Dershowitz continued, pointing to the issue of bigotry on both the left and the right.

I think the larger problem – and it’s a very complicated one today – is how you assess a person who himself might not have negative characteristics, but who has widespread appeal to people who do. And I think that problem exists on the right and the left,” said Dershowitz.

I think there are left-wing candidates who appeal to some of the worst bigots on the hard left. Anti-Semites on the hard left. Anti-Israel people on the hard left. And I think the same thing is probably true of some very right-wing conservatives who appeal advertently or inadvertently to people whose values they probably themselves don’t agree with.

As Daily Business News readers are already aware, president-elect Donald Trump named Bannon earlier this week as the chief strategist for the new White House administration.

When asked about whether or not the claims against Bannon demeaned the term anti-Semitism, Dershowitz felt that they did.

I think so. And I think one has to be very careful about using the term anti-Semitic in two ways. One, I don’t think anybody should be called or accused of being anti-Semitic unless the evidence is overwhelming. And then the second, more subtle and difficult issue is what about characterizing supporters or people who follow them?  Subtle distinctions have to be made,” said Dershowitz.

One has to be concerned about any group, right or left, that has widespread appeal to bigots. And I think they have to look in the mirror and ask themselves why. And that’s a legitimate point to make.

But it is not legitimate to call somebody an anti-Semite because you might disagree with their policies.  Or because in one instance, like in the Bannon case, an aggrieved wife in a divorce may have said something which he himself has denied having said. I think you always have to have a presumption of innocence and of good faith. And so, I am not prepared to accept those conclusions based on the evidence that I have now seen.

Morton A. Klein, president of the Zionist Organization of America (ZOA) also issued a statement.

It is painful to see Anti-Defamation League (ADL) president Jonathan Greenblatt engaging in character assassination against president-elect Trump’s appointee Stephen Bannon and Mr. Bannon’s company, Breitbart Media,” said Klein.

ADL/Greenblatt essentially accused Mr. Bannon and his media company of ‘ Anti-Semitism ‘ and Israel hatred, when Jonathan Greenblatt/ADL tweeted that Bannon ‘presided over the premier website of the ‘alt right’ – a loose-knit group of white nationalists and anti-Semites.

Klein shared that the organizations own experience with, and analysis of, Breitbart articles confirms Bannon’s friendship and fair-mindedness towards Jewish people and Israel.

To accuse Mr. Bannon and Breitbart of anti-Semitism is Orwellian,” said Klein.

In fact, Breitbart bravely fights against anti-Semitism. Here are a few of the many examples:

Stephen Bannon joined ZOA in fighting the anti-Semitic rallies at CUNY by requiring his Breitbart reporters to call CUNY officials and Gov. Cuomo aides urging them to do something about it.

A View from the Manufactured Housing Industry

MHProNews and MHLivingNews publisher L.A. “Tony” Kovach provided insight as to why keeping a clear mind about president-elect Trump is critical to the MH industry.

The anti-Trump forces have already shown their willingness to play loose with the truth, and to throw around terms such as racist, bigot, misogynistic and xenophobic to try to stop the candidate turned-president-elect,” said Kovach. “Yet people that know Mr. Trump and his business history shows he is more equal opportunity than his former presidential rival was.

There are many possible benefits to a Trump presidency for manufactured housing, our customers and the nation,” Kovach said. “Open minded, objective industry members must be vigilant in not letting unjust slurs stop him from achieving policy objectives that will benefit the vast majority of the public.
