Opportunities for Savvy MHProNews – Replacement or Repair Programs for Mobile Homes or Older Manufactured Homes

In states and local jurisdictions from coast to coast, various private or public agencies offer programs that provide grants, low cost loans, or other assistance in obtaining repairs or even replacements for aging mobile home or older manufactured housing units.


These types of programs routinely have income and other qualifications.  They are routinely a recognition that manufactured homes are an important resource in affordable housing efforts.  It’s interesting to note that several of these programs use the correct industry terminology, that sadly eludes many in the mainstream media. 

An example of such a program is found below, which was brought to the attention of the Daily Business News on MHProNews via a media release.


Check with your local agencies to see what types of homes qualify for these programs.

Before diving into the details of that specific program and release, savvy professionals who retail homes and want to sell more new homes should ask certain questions.

·        What program(s) are available in my market(s)?

·        What are the qualifications for that program(s)?

·        How can a retailer – or manufactured home community – best position itself to sell a home to those who qualify?

With an estimated 2 million plus pre-HUD Code mobile homes, plus some of the mid-to-late 1970s manufactured homes, the potential market is not insignificant. A little time invested in research could yield a steady stream of additional new home business for those who learn the process. 

Keep in mind that some state associations can be a resource in this, others for various reasons may not be.  So be prepared to use Bing, Yahoo, and Google searches to find what’s available in your market(s). Let’s note that there are differences between the search results of those three major search engines, so if one doesn’t reveal the information you seek, use another. 

Often, state housing associations will have a resource list as well. 

The following is an example of one such program.  “Easy doesn’t pay well,” says Sunshine Homes President John Bostick.  This won’t fall in your lap, but once you learn how to navigate the hoops, it can be a benefit to those who get the home, and clearly a new profit center to those who are willing to navigate those opportunities.



We are now accepting applications for manufactured home replacement assistance! 

The manufactured home replacement program assists low income, rural Oneida County residents in securing new manufactured homes.  

Assistance will be issued as a grant and will cover the cost of the manufactured home replacement, and the installation of a foundation system. THIS PROGRAM IS 100% GRANT FUNDED! GET A NEW HOME AT NO COST! 


This is one of numerous programs operated by private, public or joint funding.

Program eligibility requirements include:

       Must own the land and the existing manufactured home (no liens, mortgages or loans)

       Must meet the definition of low income, and provide documentation verifying income is below 80% of the area median income

       The property must meet the definition of substandard

       Property taxes, insurances and electric bills must be current

       Applicants must occupy the manufactured home as a primary residence

       Must demonstrate proof of ownership for both the manufactured home unit and the property on which it is situated.

       Program participants will be required to complete a Financial Education workshop offered by HOC.

When U.S. Senator Thom Tillis (R-NC) spoke at an oversight hearing with HUD Secretary Ben Carson about a “mobile home” with a “bump out,” likely few understood just how keen an insight that statement was.


Back in the pre-HUD Code days of the factory-built home industry – prior to June 15, 1976 – there were mobile home models that had “pull outs,” “expando room” or “bump outs.”  It is likely that Tillis’ personal experience with that which prompted his timely “walk down memory lane.”

Consider those mobile home era “bump outs” as similar to the slide outs found in RVs, only in mobile homes, they were routinely larger.

Bump outs, slide outs, and ”tip outs” existed in the early manufactured home era too.  But they were largely supplanted by the advent of multi-sectional so-called “double-wides” and “triple-wides.”

These images provide several insights relevant to the manufactured housing industry today. Consider these bullets:


  • Mobile homes – housing units on frames built prior to June 15, 2976 – were statistically more accepted then than manufactured homes are today. There’s an open question on why, which the Urban Institute, this publication and others have asked (for more on UI, and that question, click the related reports, below.)
  • Mobile homes had greater diversity than there is found in manufactured homes today.
  • Mobile homes had more manufacturers by far than there are found in the manufactured home industry today.
  • Mobile home leaders organized and promoted the creation of the HUD Code, following highly public scandals with substandard homes built by a few producers that quality builders didn’t want to be associated with. The HUD Code grew out of a desire to set construction standards, safety and energy standards for manufactured homes that would give consumers confidence, while avoiding the placement hassles that have sadly become so common today.

The history of the mobile home and manufactured home (MH) industry is fading, and that is problematic.

Because without an accurate industry history, a complete understanding of just how important this type of housing used to be, and how it helped create affordability then – and could again today – holds valuable insights.

Prior to the HUD Code, HUD studied factory home building – “industrialized housing” – with enthusiasm. What happened to that enthusiasm since the creation of the HUD Code?

Will Secretary Carson – who praised HUD Code manufactured homes when Senator Tillis’ question promoted a response – fuel a rebirth of that embrace by HUD of reasonable regulations that help promote practical housing solutions?

How many in government – or industry – today realize that when the industry had a wealth of producers, there were also a far wider variety of styles, types, innovations and models that industry contraction has arguably practically cut off?

More such factory home producers also yielded more acceptance, because each producer were naturally marketing their product, as the story and ads reflect.


About De Rose – It’s Worth Noting…

Vic De Rose, an attorney who was jointly recommended by the Manufactured Housing Institute (MHI) and the Manufactured Housing Association for Regulatory Reform (MHARR) is from the family whose name the De Rose Industries of yesteryear recalls.   De Rose has insights on factory-home building that the vast majority of the population – including most regulators – do not have.

The De Rose ad touts the message, “Move. Open. Live.”  It’s quality, affordable housing in a hurry, as popular performer and manufactured home owner Kid Rock observed in an interview last year.


HUD has been silent on the subject of who is going to replace Pam Danner.  There is speculation that an announcement could take place later this month. If that’s so, it may be a troubling signal for the industry if it takes place in conjunction with a planned appearance by Secretary Carson with MHI’s Las Vegas event.  “We Provide, You Decide.” © ## (News, analysis and commentary.)

Measure would Replace Dilapidated Manufactured Homes in NY

mh foreclosure   gfhomesandland creditA bill that passed in the New York State Senate, sponsored by Sen. Betty Little (R-Queensberry), would fund a home replacement program for qualifying state residents who have older, dilapidated mobile and manufactured homes, and own the property. The replacement units would be new, affordable energy-efficient units, according to adirondackdailyenterprise, for participants who have a total household income not exceeding 80 percent of the area’s median income.

In many communities, mobile and manufactured homes are an affordable option,” Little said in a press release Wednesday. “But investments to maintain and improve these properties are sometimes cost-prohibitive for lower-income New Yorkers and rarely result in a structure that has longevity and is energy efficient.”

Eligible local governmental and nonprofit organizations need apply to the New York State Housing Trust Fund Corp. in order to administer a Mobile and Manufactured Home Replacement Program of up to $500,000.

While a portion of the grant could be used for relocation, demolishing and disposal of the dilapidated home, eligible applicants could receive up to $100,000 toward replacement of their MH providing there are no liens on the property and all insurance and taxes are up to date.

Recipients will have to live in the homes for up to ten years, as MHProNews has learned, and will be required to complete a homeownership training program. Sen. Little said the program would have a multiplier effect from the local contractors, labor and building materials.

Assemblyman Kevin Cahill is sponsoring companion legislation in the State Assembly. Sen. Little is the chair of the Senate Housing, Construction and Community Development Committee. The state’s budget for 2016-17 appropriated $2 million for the program. ##
