HUD Secretary Ben Carson Address to Innovative Housing Showcase, Complete Official Speech Text

This week, we showed that the future belongs to the American builder. And we showed this limitless future can be accessed, owned, and built upon by any hard-working citizen of this great land we all call home,” Secretary Carson said in his closing remarks at the Innovative Housing Showcase (IHS).

 

That’s encouraging to all builders, including factory-builders. But today’s focus is on the official text provided by the Department of Housing and Urban Development (HUD) to the Daily Business News on MHProNews.

Welcome, everyone, to the inaugural Innovative Housing Showcase!

My ride this morning was a 3D-printed car – a 3D-Printed Utility Vehicle (PUV), in fact – graciously lent to us by my friend, Secretary Rick Perry at the Department of Energy. This incredible technology is made possible by the Oak Ridge National Laboratory, who develops energy-efficient building system technologies, and is also an exhibitor in this week’s Showcase for 3D-printed housing materials.

When the printing press was invented in the year 1440, who could have imagined that six centuries later, we would be printing cars – and even homes? There may be no more enduring testament to the strength of the human spirit than when we come together, transcend our differences, and build a better tomorrow with the tools of today.

Innovation is what happens when the transformative power of the human brain is fully harnessed. As a brain surgeon, I often repeat a saying that my mother instilled into my brother Curtis and me, whenever we hit a roadblock growing up: “You have a brain – you have to use it.”

HUD and our partners are now clearing the road for millions of Americans to prosper by driving the development of a new generation of homes that are both more affordable and more resilient.

Before discussing some of the incredible highlights of the week ahead, I would like to take a moment to separately acknowledge and thank each of our exhibitors, who are pioneering the path for a bright future in America’s housing industry. These exhibitors include:

  • Akkerman Inc., whose innovative technologies allow new infrastructure to be installed in densely populated areas;

  • MinMaxSpaces, a turn-key provider of relocatable buildings and storage solutions;
  • National Utility Contractors Association, whose technology allows utility infrastructure to be installed and accessible;
  • Piedmont Green, who provides high quality container house services;
  • Prescient, who changes the way homes are built through an innovative design platform;
  • Skyline Champion Corporation, who builds a wide variety of manufactured and modular homes; and
  • UMH Properties, Inc., a dedicated proponent of innovation and advancement in manufactured housing.

That’s a lot of names – but it takes teamwork to make any great dream work. And so, on behalf of HUD, I am grateful to each one of you for elevating this historic event with your participation.

The Purpose Of The Showcase: Increasing Affordability and Resiliency

What brings this incredible array of pioneers together this week is a joint mission to educate and inform America’s national conversation on housing policy. We believe the best way to galvanize people and policymakers toward a powerful vision of the future is to place that vision right in front of them – and show them what is truly possible.

The Showcase features state-of-the-art building technologies and housing solutions that can make homeownership more affordable for American families, and homes more resilient during natural disasters. In addition, there will be a wide array of exhibitions, prototype homes, panel discussions, and policy conversations with leaders across the housing industry over this five-day event.

While the policies of the Trump Administration have created “a rising tide that floats all boats” – including historic highs in employment, job creation, and financial growth – there are still far too many Americans who seek affordable rents or sustainable homeownership and simply cannot get their foot in the door.

To echo the words of our President, we have a special duty to make sure these “forgotten men and women” will be forgotten no longer.

It is especially meaningful that today marks not only the start of the Showcase, but also the first day of June – which has been designated by President Trump as National Homeownership Month. During this month, we are reminded that homes are not simply physical structures – they are social, cultural, and economic engines. They are where families are raised, and communities are interconnected. Housing problems are fundamentally human problems – and ultimately, that is the bottom line that truly matters.

As HUD Secretary, I spend a lot of time listening to the struggles and stories of everyday Americans trying to buy a home for the first time. It’s an uphill climb. But in my work, I have found there is nothing more rewarding than watching hard-working families successfully make the transition from public or HUD-assisted housing, to private home ownership. It is not only a journey of financial self-sufficiency – but one of deep and enduring pride.

That’s why, in response to the affordable housing crisis facing our country, new construction technologies and development techniques play a pivotal role in lowering the cost of production and increasing the affordability of new homes for millions of hard-working Americans.

For example, in recent years, manufactured housing is one solution that has emerged out of the limestone and stepped into the limelight – carrying the potential to permanently change the cost side of the equation.

According to data by the Manufactured Housing Institute, the average cost per square foot of a manufactured home is nearly half that of a site-built home – $49 [dollars] per square foot, as opposed to $107 [dollars]. These dramatic cost savings in construction enable responsible citizens to secure housing that may be considerably less expensive than renting or purchasing a site-built home.

And yet, even at this lower price, manufactured homes appreciate in value at a rate similar to site-built homes, according to the Federal Housing Finance Agency Housing Price Index. Sustainable homeownership is the number one builder of financial capital for most American families. For example, the average net worth of a renter is $5,000 [dollars], while the average net worth of a homeowner is $200,000 [dollars]. That’s an extraordinary 40-fold difference. But with comparable home appreciation rates to site-built homes, manufactured homes exhibit their own extraordinary potential to be a wealth creation tool for families from every socioeconomic background.

And indeed, three fully-built manufactured homes are here, on display, for the American people to see and experience for themselves in the week ahead.

While home affordability is a challenge that touches every family, natural disasters remain a persistent threat that can decimate local communities and their way of life.

Just this week, at least 53 tornados ripped through eight states, stretching from Idaho to Colorado.

Natural disasters do not just devastate housing capital – they devastate human capital, through lives interrupted, school days missed, and communities fragmented under strain. To address this damage, last year, HUD allocated more than $35 billion in funding to 16 state and local governments, supporting America’s hardest hit regions. These grants represented the largest single amount of disaster recovery assistance in HUD’s history.

Technological innovations such as manufactured homes can help mitigate these harms through the use of environmentally resilient construction materials, as well as by providing an affordable and permanent housing solution for lower-income survivors.

For example, on a recent visit to Alabama, I was shown a site that was demolished by massive tornadoes – and the only homes in the area that successfully weathered the storm were manufactured houses. It was a testament to their resilience, befitting the silent strength of the American spirit.

HUD’s Role in Affordable Housing and Resiliency

Although this Showcase is the first of its kind, it is also the continuation of a joint effort from both the public and private sectors. Together, we have made it a top priority to increase the supply of affordable homes and provide a pathway to self-sufficiency for our country’s most vulnerable residents.

HUD’s innovation efforts complement our broader work in the areas of community revitalization, deregulation, and advancing economic opportunity. Some of these initiatives include:

  • Our recent investment of $74 million [dollars] to hundreds of public housing authorities across the country, so residents can increase their earned income, save for the future, and reduce their dependency on government assistance through the Family Self-Sufficiency Program;
  • Our work with local community leaders and public officials throughout the country to break down burdensome regulatory barriers to new home construction and development, which can account for 25-40 percent of costs; and
  • Our championing of Opportunity Zones, which are driving billions of dollars of private capital into the revitalization of economically distressed neighborhoods in a long-term, sustainable way.

In each area of focus, innovation has a powerful role to play in driving our country forward. For this reason, HUD recently created the Office of Innovation, which is accelerating public-private partnerships and borrowing wisdom from the best practices of American enterprise.

I am also delighted that two institutions under HUD’s purview will be exhibitors throughout the Showcase as well. These include the Federal Housing Administration, or FHA, and HUD’s Office of Housing Counseling.

The FHA is the largest mortgage insurer in the world. It maintains an active insurance portfolio of more than $1.3 trillion [dollars]. Each year, the FHA helps more than a million homebuyers achieve the dream of sustainable and affordable homeownership of single-family homes, while its insurance programs for multifamily properties support the availability of more than 300,000 affordable rental units, including for seniors and people with disabilities.

Our Office of Housing Counseling supports a nationwide network of Housing Counseling Agencies and counselors, who are trained to provide tools to current and prospective homeowners and renters, so that they can make responsible choices to invest in a home, prevent foreclosure, protect credit, or seek advice for housing needs in any financial situation. To increase the reach of this important work, HUD will be granting an additional $43 million [dollars] in federal funds to support hundreds of state and local HUD-approved Housing Counseling Agencies around the country.

While these programs open the doors of homeownership for so many American families throughout the year, HUD is especially humbled and honored today to be opening our own doors to the American public, hosting this historic Showcase in the heart of our nation’s capital.

Finally, I would like to extend a very special thanks to the National Association of Home Builders for co-presenting this Showcase with HUD – and for your tireless efforts to bring this incredible event to life. And we are also very grateful for the generous financial support provided by MiTek, the International Code Council, Inc., the National Multifamily Housing Council, the Whirlpool Corporation, and Professional Builder.

Conclusion

The participants in this Showcase are not just stakeholders in the US housing industry – we are stakeholders in the America our fellow citizens are building today, and for our children to inherit tomorrow.

A key lesson I drew from decades as a surgeon is one I see again as Secretary of HUD: The work isn’t easy, but nothing worthwhile ever is. When a patient pursues the long road back to full health and self-sufficiency, changes do not happen overnight. Improvements take time, regular review, and the support of your whole family.

I am extremely proud of the family we have assembled this morning. I look forward to beginning a fantastic new tradition here on America’s front lawn, and to working with you, and for you, to ensure safe, quality, and affordable housing for all who call our great country home.

Manufactured Housing’s Top 10, March 2019

Exploring the following top ten should be a periodic habit for every professional.  It should be part of every business review from firms small- to-large in manufactured housing.

 

These top ten items should be discussed internally, until a new habit is formed by those in management, as well as by those who own, advocate for, and/or invest in manufactured housing,  The top ten should also be a priority for those who aspire to leadership.  How else can one grow without really grasping the following top ten challenges, and following the logical next steps they imply?

In no particular order of importance, here are the bullets of the top ten items of concern in manufactured housing.

 

  • Zoning, placement and local restrictions.  To see examples of how this already has been overcome in specific cases, and thus can be – overcome in others, see two of the reports, linked further below.

 

  • Financing – wholesale and retail.

 

  • Capital, beyond the financing above, access to capital is necessary for business growth.

 

 

  • Recruiting of needed talent, be it trade-work, office, sales, management, production, service, installers, transporters, etc.

 

  • Training, Education, and Motivation.  If a location(s) and/or the industry is/are underperforming, part of that must be due to Human Resources type needs. Thousands of manufactured home industry owners and employees alike are thirsting for good information and motivation. Education is a routine attraction for professionals to attend industry events. Education/information, reality checks like this article, and motivation are top attractions to MHProNews, which leads the industry by a country mile in trade media, because the thirst for knowledge that can pave the way to more sales is so great.

 

  • Attracting more and better qualified customers who are considering other types of housing, and successfully engaging with them. Millions rent who could be buying a manufactured home. Millions more are downsizing or upsizing housing every year too. Furthermore, when over 5.6 million housing units were sold in 2018, almost all for sums well above the costs of our industry, during an affordable housing crisis, why were less than 97,000 new HUD Code manufactured homes sold in 2018?

 

  • Breaking out of ruts and problematic patterns of behavior. Asking honest questions. Seeking objective answers.  Many in the industry either accept the status quo, or don’t stop and think about how much better business could be. That means that many don’t consider what is needed to achieve more profitable growth. Think management by objective (MBO), change management, inspirational dissatisfaction, and more.

 

  • Customer satisfaction and referrals. Customer satisfaction doesn’t depend on a perfect product. Rather it depends upon a marketing and sales process that prepares a customer for reality, helps them to appreciate that reality, and then makes them happy with reality. With some 8.8 million mobile and manufactured homes in America, if only one out of ten of those helped sell another new manufactured home every year, then the industry would be selling 880,000 new manufactured home shipments a year, not under 100,000 new homes shipped that actually occurred in 2018.  Keep in mind, that the National Association of Realtors ™ (NAR) chief economist, Lawrence Yun, PhD. said in 2018 that the nation needs some 8.3 million more housing units.  To do that, said Yun, builders have to get really busy.  Only factory builders can hope to achieve the needed growth, is what Jeff Bezos’ Amazon’s Alexa Fund decided last year when they invested millions into a prefab housing startup.

 

  • Everything else.

Using demonstrated methods with the proper insights and resources yield better and more profitable outcomes.

Some Have Tried to Copy, But Have Missed the Mark

We’re not knocking any competitor or other firm when we say – as but one example – that story telling videos are largely done the wrong way in manufactured housing. The proof is in the bottom line results.  Clayton, for example, spends millions on marketing.  Clayton sponsored Duck Dynasty, which for a time was the hottest show on TV.  why didn’t they sell 500,000 homes a year, instead of less than 50,000?

By contrast, we’ve taken specific locations, and by doing a combination of items like those discussed in the Tom Fath interview above, have had compelling videos that are authentic interviews. A native American and his wife are in the video below.  They were paid nothing, yet gave an insightful story that is persuasive because it is an interview that was unscripted and authentic.

 

 

Or we’ve done interviews with professionals, that can be good for the public (B2C) or useful with professionals (B2B).  An example is below.

Joint HUD, White House Announcements Aim to Advance the American Dream

Press releases from both the Department of Housing and Urban Development (HUD) and the White House pressroom to the Daily Business News on MHProNews could be summed up with this goal in mind.

 

There is a need to revive, expand, and protect the American Dream for all.

President Donald J. Trump signed a new EO – Executive Order – based upon authority from the 2017 Tax Cut and Jobs Act of 2017. It is meant to foster development of the opportunity zones that MHProNews has previously reported on, for example, in the two articles linked below.

SECRETARY CARSON TO LEAD WHITE HOUSE

OPPORTUNITY AND REVITALIZATION COUNCIL

 

WASHINGTON – Today, President Donald Trump signed an Executive Order establishing the White House Opportunity and Revitalization Council and named U.S. Housing and Urban Development (HUD) Secretary Ben Carson as its chairperson.

 

The Council’s 13 Federal member agencies will engage with governments at all levels on ways to more effectively use taxpayer dollars to revitalize low-income communities. The Council will improve revitalization efforts by streamlining, coordinating, and targeting existing Federal programs to Opportunity Zones, economically distressed communities where new investments may be eligible for preferential tax treatment.

 

Additionally, the Council will consider legislative proposals and undertake regulatory reform to remove barriers to revitalization efforts and present the President with options to encourage capital investment in economically distressed communities.

 

“These are still early days for the work of the Council and Opportunity Zones, but the groundwork has been laid,” Secretary Carson said. “The seeds the President has planted are growing and the promise they hold will improve places long forgotten, and the lives of those who call those places home.”

 

President Trump signed the 2017 Tax Cuts and Jobs Act, creating Opportunity Zones to stimulate long-term investments in low-income communities. The program offers capital gains tax relief to those who invest in these distressed areas. This program is anticipated to spur $100 billion in private capital investment in Opportunity Zones. Incentivizing investment in low-income communities fosters economic revitalization, job creation, and promotes sustainable economic growth across the nation, especially in communities HUD serves. Read more about the Opportunity Zones program.

 

Opportunity Zones are a powerful vehicle for bringing economic growth and job creation to the American communities that need it the most.  On average, the median family income in an Opportunity Zone is 37 percent below the state median. To date, 8,761 communities in all 50 States, Washington D.C., and five Territories have been designated as Opportunity Zones. Nearly 35 million Americans live in communities designated as Opportunity Zones.

Currently, there are approximately 380,000 Public Housing units and approximately 340,000 Project-Based Rental Assistance units within Opportunity Zones. Nearly a third of the more than 100,000 rental units preserved through HUD’s Rental Assistance Demonstration (RAD) are located in Opportunity Zones. Read more about the RAD program.

Opportunity Zones are a key part of the tax cuts signed into law by President Donald J. Trump last December. Today, they got another huge boost.

“For decades, job growth and investment have been concentrated in a few major metropolitan areas,” the President said after signing an executive order to create the White House Opportunity and Revitalization Council. “Some cities have thrived, while others have suffered chronic economic and social hardship. With Opportunity Zones, we are drawing investment into neglected and underserved communities of America.”

The purpose of Opportunity Zones is to lift up communities that have been neglected by Washington and left behind for far too long. The typical family income in these areas is 37 percent below their state’s median level. The average poverty rate is 32 percent—almost double the national average. Nearly 35 million Americans live in these communities. Now, help is on the way.

Here’s how it works: Tax relief is offered in exchange for long-term investments in the low-income communities that need it most. These poorer areas begin to see more job creation and lasting growth. This private investment fuels human potential in these communities, whereas government spending programs too often extinguish it.

The upshot: All Americans, regardless of zip code, should have access to the American Dream. With Opportunity Zones, we get closer to that reality.

‘We need to know who is coming in and going out’


Yesterday’s tragic terror attack at a Christmas market in Strasbourg, France, reminds us that national security is nothing without border security.

Secretary of State Mike Pompeo explained the stakes. “This is an enormous challenge. We have this problem in the United States as well,” he said. “Lots of folks that we’re watching, we think are at risk, we try to monitor. But the numbers are so big. It’s why, frankly, border security matters.”

“We need to know who is coming in and out of our country.”

Controlling the border is a matter of public safety—one that includes many threats beyond terrorism. From October 2017 through this July, U.S. Border Patrol seized 6,423 pounds of cocaine, 532 pounds of heroin, 439,531 pounds of marijuana, 10,382 pounds of methamphetamine, and 332 pounds of fentanyl from Border Patrol checkpoints.

It’s time to make a deal. There’s nothing partisan about protecting our borders to encourage legal immigration.

Keep in mind that the goal here isn’t to slam those involved, rather, it is to make industry professionals step back and think. Everyone needs accountability.

Several years ago, early in our history, MHProNews interviewed Eddie Hicks, a veteran manufactured home community consultant. Part of the topic was product placement.

 

Fast forward to the Verge and Curbed, which have snagged Ford as the sponsor for their “Home of the Future” video series.

You’ll often notice on the top right corner of their video the Ford logo.

 

To the point of product placement, you will also note that tough, cool looking Ford truck during various outdoor scenes of the exterior views of this modular/prefab home.

This week’s episode featured shingles that are actually part of the roof. You’ll recall the MHProNews column with Steve Lefler on that topic, so technically, that’s not ‘new’ news to our readers. But what this does is reflects the direction of their storyline, their narrative.

Namely, that solar isn’t only green, with a lower carbon footprint. But solar can also be cool looking.

Notice the style of the video?

From the camera angles, to the music and more, it’s clearly geared to a younger crowd.

But factory-built housing marketers, did you notice something else?

This video isn’t 1 or 2 minutes, or even 30 seconds, as so many ‘video experts’ say they have to be. Instead, this video weighs in at nearly 7 minutes in duration.

We know from experience that as long as the audience is interested, they will tune in and stay tuned to videos that are 5 to 10 minutes plus in length. On a ‘heavy’ topic, like the Kevin Clayton video interview (ICYMI, that’s posted on the page, linked here), a motivated viewer will hang in for that nearly hour-long video presentation.

From the beginning, when it came to the length of a video, we asked ‘Why not?’ How many tens of millions of Americans will watch hours of TV daily?

The evidence on video length is obvious.  Cable shows, news, streaming video movies, and other programming abound.

 

The Thinking Behind the Pitch

Notice too that this video is done by the Verge and Curbed. These are specialty media – trade media – like MHProNews or MHLivingNews are.  That gives it ‘third party’ authority to the viewer.

The “Home of the Future” video itself notes that the solar array included in this home isn’t enough to power more than 60 percent of the needs of the model home. They do mention that additional solar could be added.

Notice that no mention of cost is involved?  We aren’t agreeing or disagreeing, just making an observation.

In terms of analyzing their episode, the thrust of this style of video reflects a scripted format. That can be debated. Like our “Inside MH” video series, they do an interview, a conversation.

For our Inside MH series on MHLivingNews, we leaned in the direction of an unscripted, genuine, free-flowing conversation.

The “product placement” style is all around this “Ford” powered video as they tell the story. But it isn’t just Ford.  There are other credited or placed elements revealed here too. So there are similarities between what they’re doing, and what we’ve done.

The biggest difference is budgets and sponsors – i.e.: scale, and we did it sooner on MHLivingNews than they did. But the proof of concept is similar, and their example, is a clear sign of what the world of HUD Code factory-built housing needs too.

But there is an important distinction that some in MHVille haven’t yet grasped.  For this type of campaign to be effective, it has to be more than just a fun view. The narrative has to get to the root of core issues that have dog manufactured homes, or factory-built housing.  It must lance-the-boil, or it will be merely entertainment.

We were checking out at Walmart last night after dinner.  The woman who was ringing up our order was lightly conversing with my husband and family.  She was commenting on something the previous lady in line had said before leaving with her new goodies.  The lady at the register said to us, “What would my rabbi think about that?”  Without missing a beat, Tony said, “He’d likely think it would be Meshuggeneh.”

The woman looked with surprised delight, but apparently made the quick judgement that we were not Jewish.  “Yes, you’re right.  But how do you know what that means?”  “Because we have a number of Jewish friends and colleagues,” Tony replied, and in moments he and our son Tamas were both singing a few lines from Fiddler on the Roof to that woman’s amazement and joy.

The word “Meshuggah” is defined by the Free Dictionary like this: “Adj. 1. meshugga – senseless; crazy. meshuga, meshugge, meshuggeneh, meshuggener. Yiddish – a dialect of High German including some Hebrew and other words; spoken in Europe as a vernacular by many Jews; written in the Hebrew script.”  It’s use was perfectly suited for the occasion, and the exchanged clearly lifted the spirits of that woman — who doesn’t know us, and we did not know her save for those few minutes at a register.

There are times when the right words – including lyrical words – can bring joy, inspiration, comfort, or insight to others. Words can harm, and words can heal.

As trade publishers, it is never our intent to harm another, quite the opposite is true.

Journalism and trade journalism are relatives, but they are not precisely the same thing.

There is journalism for a cause, so-called agenda journalism.  Many in media try their hands at that, and to a degree, in as much as we advocate for this or that as a means of advancing manufactured housing in an editorial way, it would be fair to say that MHProNews and MHLivingNews have an agenda too. Neither Tony nor I imagined at the start of our studies and early careers that the course on our lives would bring us into manufactured housing.

My training was in medicine, and I’d been certified here in the U.S., and in a European nation, and my motherland too. Tony began his years of college studies in history, with a journalism scholarship, and a minor in business. As a medical scientist, I strive to look at things clinically. Tony uses decades of hands-on industry involvement in retail, communities, with lenders and producers, all aided by the lens of his education and other life experiences.

We naturally influence each other, as we aim to inform (and be informed by) you and the thousands of industry professionals, investors, and researchers who will check in today to read this among the total of 6.7 pages they will read on average before they go.

Wow, we have double the engagement – or more – than mainstream news readers get. Our sincere thank you to all who make that possible.

Webalizer and Alexa are among the sources of our traffic insights, and third-party data tells us that no other trade publication even comes close to us in the manufactured housing trade media field. Again, thank you. By the way, it was a challenge from George Allen who suggested that we generate this third-party data report.  We listen to a wide range of readers, and often respond to, readers comments, though not always instantly.

There are a handful of bigger websites than ours in what Tony likes to fondly call MHVille or HUDVille. But no one even comes close in MH trade media websites, or apparently in published MH media too.  These are facts. No one else in MH media even bothers to share their trade site or readership data. NOTE: It’s not how many of what you print, it is what gets read that counts.

That’s one of several ways that third-party data comes in handy.

Why are we successful, and have a MH Professional audience as wide and deep as we do? 

Fair questions.

First, we provide professional services to the industry, so we aren’t sitting in some ivory tower. We know factory-crafted homes from the ground up. Tony began award-winning, record-setting work in MH retail in the 1980s.  He later shifted to working with lenders on remarketing, and then with land-lease MH Communities (MHC) and producers.  In the industry’s trade media, it’s unlikely that anyone in MH history has interviewed more people than we have: actual manufactured home owners, numerous industry professionals, experts, and others who touch or connect with manufactured and modular home building.

Next, we curate topics that ought to have meaning for you, industry professionals, investors, policy advocates, and other kinds of researchers.  Thus, it should be no surprise when a number of articles here get over ten thousand hits or more in their first month online on MHProNews. Millions of page-views in a year can yield the kind of statistics that generated the following factoid.

The industry needs inspiration as well as fair warnings, and de facto morality tales. We are guided day-by-day with input from industry readers from across the range of businesses of all sizes.  The Daily Business News gathers input from a variety of sources, including:

  • insights and interactions with members and staffs of trade associations,
  • the federal government,
  • state or local officials,
  • mainstream media,
  • experts in various fields, and much more.

Yes, we have typos, as detractors like to note, but we also bring the industry’s most read, most discussed, and hardest-hitting articles. We are willing to expose what is necessary – the underlying factors that are holding our great industry back from achieving its potential for solving the massive, and growing affordable housing crisis.

We are willing to name-names, and point fingers, when there is evidence to make a claim.

We are evidence- and principle-based writers, with analysis informed by decades of hands-on experience in manufactured housing.

We’re mindful that every article gets read by thousands, many of whom will make decisions about manufactured housing related issues.

When third-party researchers, the federal government, others in mainstream media read, cite or quote our work, that all says something.  When certain voices in MHVille attack us (usually, quietly), that says something too. When the naysayers won’t debate publicly, that definitely tells you something’s amiss.  If they thought the facts were on their side, why not discuss them publicly?

Doing anything less than giving you actionable insights based upon reality – when during this U.S. affordable housing crisis our potential as an industry could be 5 to 10 times more business  – could debatably be called Meshuggeneh.

A new report by the McKinsey Global Institute (MGI), “A Blueprint for Addressing the Global Affordable Housing Challenge,” defines the affordability gap as the difference between the cost of an acceptable standard housing unit (which varies by location) and what households can afford to pay using no more than 30 percent of income.

 

The analysis uses MGI’s Cityscope database of 2,400 metropolitan areas, as well as case studies from around the world.

Per MGI, “It [the report] finds that the affordable housing gap now stands at $650 billion a year and that the problem will only grow as urban populations expand: current trends suggest that there could be 106 million more low-income urban households by 2025, for example. To replace today’s inadequate housing and build the additional units needed by 2025 would require $9 trillion to $11 trillion in construction spending alone. With land, the total cost could be $16 trillion. Of this, we estimate that $1 trillion to $3 trillion may have to come from public funding.”

The propose a four-part plan to educe those costs.

Those 4 items are:

  1. Unlocking land supply.
  2. Reducing construction costs.While manufacturing and other industries have raised productivity steadily in the past few decades, in construction it has remained flat or gone down in many countries. Likewise, in many places residential housing is still built in the same way it was 50 years ago. Project costs could be reduced by about 30 percent and completion schedules shortened by about 40 percent if developers make use of value engineering (standardizing design) and industrial approaches, such as assembling buildings from prefabricated components manufactured off-site. Efficient procurement methods and other process improvements would help, as well.” (Italics added).
  3. Improved operations and maintenance.
  4. Lowering financing costs for buyers and developers.

MH Industry Reaction

The McKinsey research summary video says tens of millions of Americans can benefit from affordable housing near areas it’s needed. While they don’t specifically mention manufactured homes, they do say that engineered, industrialized homes with affordable lending in the right locales are among the keys needed,” said Mark Weiss, JD, President and CEO for the Manufactured Housing Association for Regulatory Reform (MHARR).

That describes what MHARR has promoted for years; the full implementation of the Manufactured Housing Improvement Act of 2000,” said Weiss in a statement to the Daily Business News,including enhanced preemption. Combined with FHA lending and the robust implementation of the Duty to Serve (DTS) by the Government Sponsored Enterprises (GSEs).”

The McKinsey research certainly includes various forms of prefab and modular housing.

But what many researchers may not realize is that a robust application of the MHIA 2000, the robust application of the GSEs DTS and a broader use of FHA Title I and Title II  lending – all existing laws, that only need to be properly enforced and administered – could speed the time to addressing these issues.

It is the latest example of what MHLivingNews reported some years ago. Namely, that the “Solution to the Affordable Housing Crisis is Hiding in Plain Sight.” Research has suggested that manufactured homes are not only less costly to buy, they are also less costly to maintain.
