President Donald Trump Talks About Factory Built Housing Legend to Scouts

There are several kinds of people when it comes to President Donald J. Trump, or any other human being for that matter. Some will only look at the name, and what they think is bad about the man, for whatever reasons. Yet anyone who looks into a mirror closely enough will find flaws. Humanity cries out for the ancient Biblical principle of separating “wheat from chaff” – of separating that which is good from a person or organization – from that which is harmful or problematic.

 

Similarly, some will blindly accept anything about someone they believe in, be Bernie Sanders, Barack Obama, Hillary Clinton, Donald Trump, Ronald Reagan, some star or business legend, sports or news personality, or whomever.  

Grounded reality suggests something more pragmatic between such extremes. No American president or politician has yet achieved sainthood. That doesn’t mean there haven’t been great leaders, as well as problematic ones. Intelligent people ought to be discerning. POTUS Trump critic and liberal CNN commentator Van Jones told the conservative crowd at the recent CPAC conference that the 45th president deserves credit for his work on prison reform.

Wheat and chaff. Separate the good from whatever is not.

With that tee up, let’s turn to this headline topic about President Donald J. Trump, who with Energy Secretary Rick Perry – the former Governor of Texas standing by him in the video below – spoke about a legend in the factory-built housing industry. 

 

Why this Video, Why Now? 

First, as with many issues that are possible pluses, this topic by the 45th president is one that could benefit manufactured, modular, and other prefabricated housing producers.

Yet once you hear the legend’s name, if you search the Manufactured Housing Institute (MHI) website today, it’s missing.  Not found. By contrast, it’s worth noting that you can find this legendary factory builder’s name previously here on the MHProNews website. 

Second, the president is taking about inspirational qualities to these Scouts such as “winning” and “momentum.” Aren’t those potentially positive qualities every business or organization should seek?

Furthermore, with new HUD Code manufactured home shipments year over year (YoY) in decline now for several months, where are the victories or momentum in manufactured housing today? 

As the latest  – down again – new manufactured home shipment data sinks in, one should consider all that is right, and all that is wrong, with manufactured housing.

It’s time for ‘inspirational dissatisfaction.

Gripping isn’t the same as problem solving. Rather, dissatisfaction should ideally inspire the search for solutions. 

The purpose of MHProNews has in spotlighting any given p issue is in part accountability. But also so that professionals, advocates, investors, and others of good will can examine the facts, evidence, and make more informed choices as a result.

So nagging problems beg to be examined, and then once understood, challenges beg for a solution.

The genius Albert Einstein once commented that it he had an hour to solve a problem, he would spend 55 minutes examining the issue, then, Einstein would spend the last few minutes proposing the solutions.

Part of the premise of free enterprise is that a need can be turned into an opportunity.

Dissatisfaction should inspire the desire for solutions. That requires information, inspiration.

The publisher of MHProNews tells our twelve year old son, “goal and solution orientation, always.” Steven Covey, author of the 7 Habits of Highly Successful People said, “Seek first to understand, then to be understood.”

To be understood, factory-built housing pros must grasp the various reasons why manufactured and modular homes are misunderstood.

Got a problem? Look for solutions. President Trump – it must be recalled – was a successful businessman before becoming a candidate for the Oval Office. Mr. Trump was a builder. What this video posted below reminds factory-built housing pros – among other useful things – is to never quit a good cause, especially if it involves something that you love or care deeply about. 

If you don’t have momentum, figure out how to get it. We all need mojo to become successful. We need mojo to sustain success too.

The final possible practical use for this video is simple. It is in YouTube! That means your website’s webmaster could post this video on your site too. Why not highlight President Trump’s positive, inspirational talk to Scouts about a factory built housing industry legend?

Perhaps no prior president has a better understanding of factory-building than Donald J. Trump. In this video, Mr. Trump asked that legendary factory builder, “Why did this happen to you?” 

Given that our industry was almost 400 percent more productive in 1998, isn’t that a timely question for our industry to ponder?

Perhaps no U.S. vice president has more understanding – and better knows the terminology and lingo of manufactured housing – than VP Mike Pence. MHProNews sources from the production state of Indiana tell us that VP Pence understands our industry.

When the Daily Business News on MHProNews produced the earlier abbreviated version of the infographic further below, the final new home production data were only an estimate. Now those totals for 2018 are in.

 

So, now based upon the adjusted ‘final’ 2018 information – for accuracy’s sake – we’ve revised the data.  Thus we are now able to elaborate on the best infographic of its kind today in MHVille.  As you will see, there are several new elements.

 

State of the Industry – Reality vs. Potential for new Manufactured Home Shipments?

Let’s be clear. The quotes connected to Plant PreFab – which reportedly received millions from the Amazon brand, Alexa Fund – are their reported views. A case could be made that their estimate for the market potential is too low.

Note too that the modular building associations have advised MHProNews that for a variety of reasons, they don’t have accurate data. What data is known, per those trade groups and the Manufactured Housing Institute (MHI), is significantly lower than the production of HUD Code manufactured homes.  So when you look at the totals for HUD Code production, imagine something well under half that for modular single-family building, per their estimates.

With that backdrop, let’s consider again the statement by Richard ‘Dick’ Jennison, President and CEO of MHI. He asserted on stage, in a video-recorded statement he made in front of dozens of industry professionals that manufactured housing could achieve 500,000 new homes shipped. Note that editorially, MHProNews agrees that it is possible, and that even ½ million new manufactured homes a year is likely too low.

The Manufactured Housing Association for Regulatory Reform (MHARR) believes that 5oo,000 or more is achievable too. However, MHARR’s President and CEO, Mark Weiss has repeatedly called into question the effectiveness of MHI in the post-production realm. The quality and value of manufactured homes has been widely praised in several researchers and media reports in 2018 alone.

So why are sales levels so low?

Weiss said it is the “Illusion of Motion.”

For years, MHARR has argued that the evidence reflects that MHI appears to be busy.  Meetings, updates, calls to action, and more – but what does MHI actually accomplish? Rephrased, by intent or failure – MHI is arguably not doing the job in the post production side. A pair of state community associations essentially came to a similar conclusion in 2017. They announced the formation of a new community focused post-production trade group in 2018. The National Association of Manufactured Housing Community Owners (NAMHCO) was thus born.

Contrarian Resistance

MHProNews and MHLivingNews were both founded in part based upon the premise that manufactured housing is underperforming. Our publisher is also a business development expert and consultant in manufactured housing. Having worked on several high-volume marketing and sales projects, L.A. ‘Tony’ Kovach was confident that with the correct blend of advocacy, education, and promotion sales could rise sharply.

After several years as an MHI member, and having questioned the effectiveness of their leadership at PEP – Protecting, Educating, and Promotion of HUD Code manufactured homes – MHI ejected Kovach and his operations from their membership, under their purported claim that they had ‘no membership category for news.’  That’s another story for another time about the Arlington, VA based trade group that ironically – and hypocritically? – repeatedly has claimed to represent ‘All aspects of factory-built housing.’

 

How Big is the Industry’s Potential?

In the United States, 33% of housing units are occupied by rent-paying tenants,” said iPropertyManagement on September 6, 2018.  Their number is likely low, as the Census Bureau and Pew Research both point to near record levels of renters in 2016, some 36.6 percent of the population.

When more than 1 in 3 rent, and millions want to upsize or downsize, how do you describe a possible target market that large? The U.S. population stood at 328,285,992 as of January 12, 2019, said Wikipedia.

Statista says “The average American household consisted of 2.53 people in 2018.” That translates into 129,757,309.091 households.  The National Association of Realtors has previously reported that some 85 percent of renters want to be home owners someday. If so, that means that among renters alone, there are 110,293,712 possible home buying singles, couples, families, and households.

Given the staggering potential opportunities, why are the total numbers for manufactured homes and other forms of factory-building so low? If Amazon’s Alexa Fund partners believes the total potential is some $330 billion a year, and manufactured homes are still shy of $8 billion a year, what accounts for that huge gap?

MHARR, Kovach, NAMHCO, and others question the failed leadership of MHI and their puppet masters. How about you?

To this, MHI and their amen corner reply with razzle dazzle head-fakes, photo opportunities, and use a self-contradictory surrogate to accuse our publisher of conspiracy theories.  But a rival of Clayton’s posted the following in public on Facebook, at about the same timeframe as our reports above were published.

Underperformance vs Potential

The industry is underperforming. It is also arguably manipulated.  No one article can cover all the details, thus others are linked that provide additional insights.

That there are a growing number of those who voice concerns that the manufactured home market has been manipulated – and at best, poorly represented by MHI – is not just the view of just this publication.  As the examples posted reflect, there are a wide range of industry voices that flock here who see it similarly.  Why do they read here?  Why is this the #1 trade media site in MHVille?  Because who else but MHProNews and MHARR dares to publisher these concerns among the industry’s trade journalists?

Metroplex Video Touts No Down Payment Loans on Manufactured Housing and Modular Homes

I recently discussed the differences between manufactured and modular homes along with the available mortgage options, but today we are going to be very specific and talk about how it can be possible to qualify for a manufactured home with a no down payment USDA loan,” said Sean Stephens, of Metroplex Mortgage Services.

 

The U.S. Department of Agriculture (USDA) handbook defines a manufactured home as follows:

Manufactured housing units are single-or multi-width units constructed partially off-site and then transported to a site to be completed and attached to a permanent foundation. Manufactured homes are built to different construction standards and codes and have different inspection requirements than those manufactured structures generally referred to as “modular” or “panelized” homes.”

Stephens noted that USDA loans for existing manufactured homes are “extremely limited” because the guidelines state that a “purchase of an existing manufactured home is not permitted, unless it is a purchase of an existing Rural Development Section 502 direct loan or guarantee” That means purchasing an existing manufactured home that is not part of any pilot program, and it must already be secured by either a USDA Guaranteed or Direct loan, which makes it a “rare scenario.”

For some years, there have been manufactured home retailers in certain markets that have gained experience at making sales with these loans, which when added to their other sales, have resulted in a total rise in new HUD Code home sales.  There is not much heard about this from the powers that be in MHVille, perhaps because it doesn’t put financing dollars into the coffers of Berkshire Hathaway owned lenders such as 21st Mortgage Corp or Vanderbilt Mortgage and Finance (VMF).

USDA loan and guidelines state the following about manufactured home loans.

Purchase of an eligible new unit, transportation and set-up costs, and purchase of an eligible site if not already owned by the applicant” provided the manufactured home has not been “installed, or occupied at any other site or location.”

Further, “the manufactured home must be classified and taxed as real estate” which translates to the home being on land that is owned because the USDA mortgage must cover both the manufactured home and land where it is located.

Manufactured units may be moved only from the manufacturers or dealer’s lot to the site on which the unit will be guaranteed. This type of unit is eligible as long as the purchase agreement is dated within 12 months of the date the unit was manufactured.”

  • The date of manufacture is available on the factory installed plate on the unit.”
  • Manufactured home units with a manufacture date exceeding 12 months of the purchase agreement contract will be ineligible for a guaranteed loan.”

Metroplex produced the video shown to promote the increased use of USDA loans for manufactured housing sales.

Turn the Page, Manufactured Housing Making History

There are words, and then there are deeds.

 

There’s smoke and mirrors, or the clarity born of facts, evidence, and sound reason.

It’s about time to turn the page. 2018 is about to come to a close. It will be several weeks before the industry at large knows the final tallies for HUD Code manufactured housing shipments for the year. But rest assured, about a dozen (+/-) MHPros already know pretty close to what the final count for 2018 will be.

You’ll get an idea too from one of the articles in a headline linked below.

Why did the Manufactured Housing Institute (MHI) invest a purported 5 figures in a video to promote how great they are? Is it because annual dues/membership renewal time was coming up? Did the Arlington, VA based MHI want to get into the pockets of independents in manufactured housing once again? Did MHI leaders want to collect more money from independents before the disappointing totals for 2018 would be revealed?

There are many ways to point to the tragic truth that:

  • thousands of manufactured housing (MH) independents,
  • numbers of investors, and
  • millions of consumers have debatably been conned, manipulated, and cheated out of greater wealth.

We never say things like that lightly. Keep in mind, we have done our share of ‘cheer leading’ on MHProNews and on MHLivingNews for the industry too. Cheer leading is easy.  Cheer leading, when it is honest, is fun.  Telling several thousand industry pros that they’ve been ripped off?  Not nearly as much fun.  Don’t blame the messenger for the #Nettlesome message, we’re just following the evidence, tips from sources, track record, and common sense.

There came a point in time when questions, evidence, and logic opened-our-eyes as to the obvious reasons why the industry has failed to progress. Why did RVs roar past MH?  Why is mainstream housing so high, when the value of manufactured and modular homes should mean that our MH industry should be performing at much higher levels too?

When affordable housing is in crisis, and MHVille will finish about 100,000 (+/-) shipments, how is it possible that voices from Arlington keep belting out that same old tired song?

There comes a point in time when the accumulation of voices that kept telling MHProNews, ‘something is wrong here’ begs for attention. We’re returning the favor that those voices gave to us.

There comes a time to turn the page.

But a way simple way to prove the truth about MHI is to invite the leadership of the Omaha-Knoxville-Arlington axis to do the right thing.  No excuses.  Just do one thing right, one time, on one specific issue.

The Disney “Trailer” Controversy & MHI ‘Leadership’

Bragging is easy for some. But it’s performance that counts.

When MHI’s former chairman Tim Williams, who is also the president of Berkshire Hathaway owned 21st Mortgage Corp, says there’s a good case to be made that every problematic report, misuse of terminology, etc. should be challenged, it was a revealing statement.

We believe that Tim Williams was right on that point.

Why did Clayton, Warren Buffett or Berkshire Vice-Chair Charlie Munger respond to attacks on Clayton, 21st, or Vanderbilt Mortgage and Finance (VMF)? It can be oversimplified and summed up n two words.

If Reputation Defense is good enough for Clayton, 21st, and VMF – then why isn’t a fact-based reputation defense of the entire MH industry every bit as important to MHI, or the Berkshire brands that dominate MHVille? Why has MHI already weighed in with Disney, to defend the industry’s reputation?

MHI and their masters will either weigh in on the Disney controversy – see the articles linked below – or not. It’s really that simple.

Our publisher, L. A. ‘Tony’ Kovach, has reached out to numbers of those MHI leaders on Friday. He did so bcc’ing numbers of MHI and non-MHI members. He also sent a message to an attorney who claims to represent MHI.

No excuses.  The truth will come out, period.

Either MHI and their Omaha-Knoxville and allied masters will act to defend the reputation of manufactured housing – as has:

–   Mark Weiss, JD, President of the Manufactured Housing Association for Regulatory Reform (MHARR)

–   Al Kemp, Executive Director of the Manufactured Home Park Owners (BC, Canada), and

   Paul Bradley, President of ROC USA already have.

Or MHI won’t. Simple. Clear.  No excuses.

MHI-Inspired “Boycott”?

It spoke volumes that MHI purportedly had their part-time surrogate, George Allen, call for a “boycott” of MHProNews within hours of our article and most recent headline news update being published and emailed.

Antitrust Girard Gibbs law firm says this, “A group boycott occurs when two or more competitors in a relevant market refuse to conduct business with a specific individual or company. Individual companies may always unilaterally decide to stop doing business with another company, but agreements between competitors may violate antitrust laws.”

So, there is a legal expert’s view that an organized boycott can be an antitrust violation. That means that those who were behind the called for boycott, have placed themselves in the legal cross hairs.

Those who participate, ditto.

The hypocritical irony of the call for a boycott is that GF Allen has – when he was on the outs with MHI – called MHI and their masters, Oligarchs. Allen has said in his own words that the industry was being monopolized. But sadly, the retired Marine Allen has a purported reputation for saying and doing what he thinks will give him more money, leverage, and/or attention. Rest assured, if a group of independents offered Allen a pile of cash, based on his history, he’d arguably turn on MHI again in a New York minute. His own reputation after the SECO-connected legal fiasco speaks sufficiently of his credibility. Keep in mind that just because SECO isn’t in the headlines, that doesn’t mean that the investigation and case prep aren’t ongoing.

George can say whatever stuff he wishes to say or write – within the norms of the law, ethics, etc. – but facts still matter. If Allen had proven a single claims, that might have been interesting. But instead, bomb throwing without a shred of evidence, and a call for a “boycott.”  That’s called a red herring. It’s also arguably opened Allen – and those with him – up for legal investigation, and potential action.

It would also be the reasons why industry pros should say, ‘what are the folks in Arlington and Knoxville trying to keep us from reading?’

Short of successful criminal and civil actions against the Omaha-Knoxville-Arlington axis, the next greatest thing they fear is arguably exposure.  Once the mask is completely off, then their MHI connected ‘alleged’ con game is over.

As with any con, the faces smile while pockets are being picked. Is your firm one of those pockets being picked?

After all, if those in MHVille who see MHI in a protection racket/con game fashion are correct, then the little guys are paying to have the big guys destroy the little guys own interests.

Or as Marty Lavin, an MHI award winner put it in his words, MHI only works for the little guys when that happens to match the interests of the big guys.

Within an hour of being asked, Al Kemp – who was on vacation in Hawaii when his office had contacted him – within an hour, Al had written Disney a fine message.  It was a good compliment to those from Mark Weiss and Paul Bradley. Al thought it that important.

If Al Kemp, Mark Weiss and Paul Bradley did, how about MHI?

What excuse will MHI give? Does it matter? Or if they now act only because they were pushed into it, what glory is there in that?

Do you see why our publisher has at times used satire? Don’t the tragic jokes practically write themselves?

And if MHI or the Berkshire brands do – out of shame or embarrassment – finally weigh in with Disney on their terminology issue – and they should! – then here’s the next question.  Why haven’t they done a real reputation defense of the entire MH Industry for the last few years on all similar issues?

It’s debatably time to turn the page on the failed systems and problematic leaders of recent years.

In the articles and reports that follow, several themes will come to light.

1)    There are huge opportunities in factory-built housing.

2)    Manufactured homes are underperforming.  That’s opportunity in disguise, for those who know what to do.

3)    That logically means that MHI, their allies and surrogates, have ignored reputation defense.  Doesn’t that disproportionately hurt the little guys more than the big ones?

Our sources in Washington and other cities were investigations of the Omaha-Knoxville-Arlington axis are underway tell us that these things take time. You and thousands will need to be patient, just as we are.

But there will likely come a day when you’ll wake up to a headline that’s not found first on MHProNews, but rather will be in national media. Those imagined headlines could read like this:

  • Antitrust charges filed against major firms, and trade group, details at 10.”
  • “RICO-related arrests occurred at national trade association headquarters, details at 10.”

The mantra of a con artist is ‘never, ever give up the con.’ They – whomever are in that loop – won’t likely confess, unless it is part of a plea deal with federal/state investigators. They arguably won’t admit they’re deceiving the MH industry they claim to be protecting.

The powers that be certainly won’t want to face millions of manufactured home owners – who because DTS isn’t being properly implemented by MHI, Fannie and Freddie – are arguably be cheated of lower payments, and higher resale values.

Turn the page.

2018 is almost done. 2019 is almost upon us.

Thousands of more pros are logging on daily than at this time a year ago.  Why?  Because at a minimum, they – like you – are learning to be more skeptical of the ludicrous claims made by MHI and their puppet masters.

Anyone who can produce graphics like the above, and can still smile, ask for their year-end bonuses, and do so while they tell you that 100,000 (+/-) new HUD Code manufactured homes are sold in 2018 are selling and/or smoking something.

Either MHI knows what they say they are doing – in which case shipments should be rising significantly, right? In the United States, Hyundai is best known for their cars and other vehicles.  That’s still a big part of the South Korean firm’s business, but they have a diversified presence in several industries, with “engineering” and industrialization in construction as common elements.

 

Hyundai Engineering said Wednesday that they’ve donated 5 prefabricated homes that are earth quake and disaster resistant.

Since 2015, the firm has reportedly given away 21 prefab/modular homes in remote areas in Gangneung Province, North Chungcheong Province and South Jeolla Provinces in South Korea. There aren’t a lot of details at this time, but the video posted reflects their global reach.

Domestic American factory-builders, take note. One of larger projects in this video is here in the United States.  The Korean Herald says what industry builders already know, “Modular homes refer to prefab buildings for residential purposes. Such buildings involve a construction method in which sections of a house are manufactured away from a construction site, then delivered to the site and installed there.”

Each of the donated modular homes has a bedroom, a living room, and a restroom, as well as a storage detached from the residential area, according to the Hyundai.

Several off-shore producers of industrialized housing have tested or are exploring the U.S. housing market.  Chinese firms are often mentioned, but Europeans, Japanese, and others are in the hunt too.

It should be noted that when Hyundai’s cars hit the U.S. shores, they rapidly achieved significant numbers. They think big.

 

 

In 2017, AutoNews said that “Hyundai’s U.S. sales…685,555 vehicles in 2017. Kia’s U.S. sales fell 9 percent to 589,668 vehicles.”  However you slice it, that’s many times the size of the entire HUD Code manufactured home market, which is currently larger than the modular single family home market.

The Federal Housing Administration (FHA) announced late today that loans limits for 2019 will be raised for most part of the nation.

 

As manufactured housing industry veterans know, qualifying placements can allow a HUD Code home, or a modular home, to be financed with FHA insurance on the loan.

The increases are for both regular – forward mortgages, and also for HECM or so-called ‘reverse’ mortgages too.  The full HUD/FHA statement to the Daily Business News on MHProNews is as follows.

HUD ANNOUNCES NEW FHA LOAN LIMITS FOR 2019

Loan limits to increase in more than 3,000 counties

 

WASHINGTON – The Federal Housing Administration (FHA) today announced the agency’s new schedule of loan limits for 2019, with most areas in the country to experience an increase in loan limits in the coming year. These loan limits are effective for FHA case numbers assigned on or after January 1, 2019.

 

 

FHA is required by the National Housing Act, as amended by the Housing and Economic Recovery Act of 2008 (HERA), to set Single Family forward loan limits at 115 percent of median house prices, subject to a floor and a ceiling on the limits. FHA calculates forward mortgage limits by Metropolitan Statistical Area and county.

 

In high-cost areas of the country, FHA’s loan limit ceiling will increase to $726,525 from $679,650. FHA will also increase its floor to $314,827 from $294,515. Additionally, the National Mortgage Limit for FHA-insured Home Equity Conversion Mortgages (HECMs), or reverse mortgages, will increase to $726,525 from $679,650. FHA’s current regulations implementing the National Housing Act’s HECM limits do not allow loan limits for reverse mortgages to vary by MSA or county; instead, the single limit applies to all mortgages regardless of where the property is located.

 

Due to robust increases in median housing prices and required changes to FHA’s floor and ceiling limits, which are tied to the Federal Housing Finance Agency (FHFA)’s increase in the conventional mortgage loan limit for 2019, the maximum loan limits for FHA forward mortgages will rise in 3,053 counties. In 181 counties, FHA’s loan limits will remain unchanged. By statute, the median home price for a Metropolitan Statistical Area (MSA) is based on the county within the MSA having the highest median price. It has been HUD’s long-standing practice to utilize the highest median price point for any year since the enactment of the Housing and Economic Recovery Act (HERA).

 

The National Housing Act, as amended by HERA, requires FHA to establish its floor and ceiling loan limits based on the loan limit set by FHFA for conventional mortgages owned or guaranteed by Fannie Mae and Freddie Mac. FHA’s 2019 minimum national loan limit, or floor, of $314,827 is set at 65 percent of the national conforming loan limit of $484,350. This floor applies to those areas where 115 percent of the median home price is less than the floor limit.

Any areas where the loan limit exceeds this ‘floor’ is considered a high-cost area, and HERA requires FHA to set its maximum loan limit ‘ceiling’ for high-cost areas at 150 percent ($726,525) of the national conforming limit.

Treehugger says, “Yes in my back yard” (YIMBY), “Yves Behar and Plant Prefab introduce ADUs.”

 

California recently signed into law the okay for a broader use of Accessory Dwelling Units (ADUs).

The environmental focused publisher, says, “The reason prefabs make so much sense in the A.D.U. context is that the added construction is easy on neighborhoods and neighbors. It can take two, three years to build something, with all the noise and visual pollution. And wasted materials that come with that. But with the YB1, it takes about a month to build it in a factory and a day to install. It comes prewired with all your electrical, HVAC, appliances — everything is ready to go. Prefabs make it so much more accessible for people to add housing stock, and it’s so much cleaner.”

That’s an argument that factory-builders know well and embrace.

Lloyd Alter, writing for Treehugger, said: “…in the comments, the usual objections come up: $480 per sq ft is $200 higher than a conventionally built custom home with nice finishes. Good idea, but it appears there is a high premium for these ADU’s.” Or, “Yet another toy for the rich with no practical basis in reality for the majority of people, and only those who live in the sunbelt and in wealthy enclaves.” Or, “This is beautiful and definitely solving a problem… for people with money. Not sure how it helps homelessness or people with less money.”

Alter then goes through his reasons for rebuffing some of those concerns. For the general public, Alter’s points are okay.

But for modular home builders, or especially for HUD Code manufactured home producers, it misses the tremendous value differential between conventional construction and manufactured housing.

The Manufactured Housing Institute (MHI) has sent out a message to their members earlier today.  It’s debatably a common-for-the-Arlington, VA based trade group, in that it has a mix of purportedly accurate, questionable, misleading, and missing information.

 

Among the more interesting points are what MHI was mute on.

For example, what is to become of Joseph Stegmayer, who is still listed on the MHI website as their current executive committee chairman?

Stegmayer stepped down last week under the cloud of an Securities and Exchange (SEC) subpoena, as the Daily Business News on MHProNews reported at this link above.

Quoting part of Cavco’s statement: “The Company also announced that it had received a subpoena from the Securities and Exchange Commission’s Division of Enforcement (“SEC”) requesting certain documents relating to, among other items, trading of the stock of another public company. Subsequent to sending the Company a subpoena, the SEC sent a subpoena for documents and testimony to Joseph Stegmayer, regarding similar issues. The Company has initiated an independent investigation and intends to cooperate fully with the SEC’s investigation. Please see Part II, Item 1, Legal Proceedings section of the Company’s quarterly report on Form 10-Q for the period ended September 29, 2018, filed with the Securities and Exchange Commission contemporaneously with the issuance of this press release, for additional information regarding this matter.”

Sources suggest to MHProNews that if Stegmayer is cleared, he might return to a leadership role at Cavco. But if the SEC investigation proves to be as serious as some inside and outside of the publicly trade firm (CVCO) believe, Stegmayer could be exited from his new interim role.  The full Cavco release is found at this link here.

 

“Debacle”

An insider, well-placed source told MHProNews that the development at Cavco was a “debacle.” There will be a separate follow-up report that focuses on updates from Cavco and other sources on the Stegmayer matter.

But why is Stegmayer still in his position as MHI Chairman, while the fog of an SEC investigation hangs over Cavco?

Scandal and Some MHI Chairmen…

Recall that MHI didn’t budge when then-Chairman Nathan Smith came under his own cloud when residents of SSK filed a class action suit against his firm.

Other controversies during the Tim Williams/21st Mortgage prior chairman era failed to move the Arlington, VA based association then.  That included, but isn’t limited to, allegations of racism and predatory lending against Berkshire brands.  Congresswoman Maxine Waters is now slated to take over as the chair for the House Financial Services Committee.  Waters and her colleagues asked for the Department of Justice (DOJ) to investigate.

According to the Seattle Times, those investigations are ongoing. MHProNews recently reported that other federal investigations of MHI member ‘big boys’ are also under investigation.

 

Affordable Housing, the Visible, Yet Mysterious Struggle for an Obvious Solution, Case Examples

 

One or more investigation storm(s) of the manufactured housing industry’s larger members, potentially including MHI itself, are purportedly approaching.  And should that tempest become public in an oversight way, it may come from Democratic sources, given statements by Waters and others.

Yet for whatever reasons, Tim Williams, Jim Clayton, Warren Buffett and others supported opposition candidates that previously worked for MHI on Preserving Access.  Or is that part of the point?

Recall that Nathan Smith admitted that the industry (i.e.: MHI) had to honestly admit the times it dropped the ball.

 

 

That said, where are any of the issues raised herein addressed in MHI’s recent email news today? Where is the transparency that the late Howard Walker – who was on the MHI Executive Committee for years – said should exist?

Rollohome was started by Elmer Frey in his family barn as a one-time trailer sale. Soon he and his brothers Roland, Harold and Norman and his brother-in-law John Bertschie, began large scale operations in the sale and production of mobile homes. By 1950, Rollohome, was the city’s fastest growing business and within two years had sold more than 60,000 units,” according to Vintage Views in the Marshfield, WI News Herald.

 

Many industry veterans still think about Elmer Frey, and what their team accomplished in such a short period of time.

The relevance today?  If building and selling 60,000 homes could be achieved in 1950, why can’t that be done with manufactured homes in 2018 and beyond?

The Freys pushed the lengths to over 40 feet and several state laws pertaining to trailer length and width were changed. They also donated one trailer to the State Historical Society as a traveling museum,” per the News Herald.

Marshfield originally sported three mobile home manufacturing plants: Rollohome, Marshfield Homes, and Wisconsin Homes. Wisconsin Homes was a spin-off of Rollohome and was directly controlled by those in control of Rollohome. Wisconsin Homes and Marshfield Homes both had rail spurs and received rail service. Attorney General Sues Manufactured Home, Modular Housing Company, and owner Stanley Hall

New York “Attorney General Barbara D. Underwood today announced an order directing Walker’s Manufactured Housing, Inc. (“Walker’s”) and its owner, Stanley Hall, to explain their failure to sit for testimony as required by the Attorney General’s subpoena,” said in a release to the Daily Business News.

 

My office will aggressively investigate retailers of manufactured home and land deals who shirk their legal obligations to provide homes that are safe, durable, and suitable for occupancy,” Attorney General Underwood said. “Transparency and fair dealing is necessary in every transaction involving New York State consumers.”

Underwood is the acting AG in New York. She took over the role recently, after a scandal forced the resignation of her predecessor earlier this month. 4 different women alleged that prior AG Eric Schneiderman sexually assaulted and abused them, per the New York Times.

Following multiple consumer complaints, the Attorney General’s office opened an investigation into the company’s business practices and issued a subpoena for Stanley Hall to appear for questioning,” the state tells MHProNews.

Mr. Hall refused to answer questions, improperly asserting a blanket Fifth Amendment privilege, and terminated the hearing. The order issued by Supreme Court Judge James P. McClusky of Jefferson County compels Walker’s and Stanley Hall to explain why the Judge shouldn’t further order their compliance with the Attorney General’s investigation, per the NY AG’s office.

Multiple consumers in Jefferson County filed complaints with the Attorney General’s office regarding the advertising, sales, and installation practices of Walker’s Manufactured Housing, Inc.,” stated the attorney general’s office.

The Attorney General issued a subpoena to Stanley Hall to appear for questioning.  But Hall refused to answer any questions and terminated the hearing, per the AG’s release. The order announced gives Walker’s and Mr. Hall until late June to explain their failure to properly provide testimony to aid the Attorney General’s investigation.

Mr. Hall said he has never received any complaints of incomplete buildings, delays, not following design specifications or other similar accusations in 52 years of business. When asked why he asserted his Fifth Amendment rights during the conference, Mr. Hall said he was following his attorney’s advice,” per the Watertown Daily News.

There’s a lot of false information; a lot of false accusations” from the AG’s office, Mr. Hall told local media.
