HUD Secretary Ben Carson Sounds Off on Housing Market, Opportunity Zones, More

There is discussion of the 2020 Housing and Urban Development (HUD) Budget, and its impact on housing.

 

There talk about opportunity zones, something that could prove useful for manufactured home producers, among others.

Then there is discussion by Secretary Carson on homelessness and more.

This week, Secretary Ben Carson appeared on CNBC to discuss how HUD is promoting economic opportunity through the Opportunity Zones initiative, among other tools for revitalizing distressed communities around the country and creating more affordable housing for American families.

 

With Opportunity Zones – which MHProNews spotlighted earlier this week – Carson said, “you are taking dollars that are going to be invested in something somewhere, and you are directing them to the areas that have been most neglected economically, historically,” Secretary Carson said. We have “a chance to revitalize those areas and to provide jobs and opportunities for the people there so they can climb the ladders [of opportunity] and become part of the American dream.”

 

 

Secretary Carson serves as Chair of the White House Opportunity and Revitalization Council. The Council’s 13 Federal member agencies will engage with governments at all levels to identify ways to effectively use taxpayer dollars to revitalize low-income communities.  The video also discussed the 2020 HUD Budget, some facts about the manufactured housing component of that topic are in the report linked below the byline, email headline news sign-up, and notices.

The partial federal shutdown, now over, delayed several reports, like the one that follows.

 

 

The U.S. Department of Housing and Urban Development (HUD) press room provided the Daily Business News on MHProNews select highlights of what they point to as Carson’s accomplishments.

Given the Manufactured Housing Institute (MHI) claims of close ties and “clout,” it is worth noting that manufactured housing isn’t mentioned at all.  But there are several data points and mentioned items that directly or obliquely should be of interest to manufactured home industry professionals.

HUD RELEASES 2018 YEAR IN REVIEW HIGHLIGHTING ACCOMPLISHMENTS UNDER SECRETARY CARSON

WASHINGTON – Today, the U.S. Department of Housing and Urban Development (HUD) released its 2018 Year in Review outlining the major accomplishments of the agency under Secretary Ben Carson.

“Over the past year, the Trump Administration has continued to deliver on its promise to create greater economic opportunity for low-income families and encourage reinvestment in underserved communities,” Secretary Carson said. “HUD is advancing its mission by providing sustainable homeownership opportunities, removing barriers to revitalization and affordable housing, and helping communities impacted by natural disasters rebuild, among other efforts. I look forward to continue building on the successes of the past year and opening more pathways to self-sufficiency for HUD-assisted families.”

HUD’s achievements in 2018 include:

  • Spurring Reinvestment in Communities

o HUD preserved affordable housing options by converting over 100,000 public housing units through the Rental Assistance Demonstration (RAD) program, which has generated close to $6 billion in construction investment.

o The Administration established the White House Opportunity and Revitalization Council, covering 13 federal agencies and led by Secretary Carson, which will work to prioritize Opportunity Zones in a variety of federal efforts, including grant funding, loan guarantees, infrastructure spending and crime prevention.

 

  • Advancing Economic Opportunity

o HUD’s Federal Housing Administration (FHA) served nearly 669,000 mostly first and low- to moderate-income, single-family homebuyers through home loans; supported the production and preservation of 121,600 multifamily units; and provided $2.45 billion in insurance for hospital and residential care facilities.

o Ginnie Mae served 1.86 million households by attracting global capital to the nation’s housing market through its mortgage-backed security (MBS) in conjunction with the government’s lending programs, such as the FHA and Veterans Affairs (VA).

 

  • Reducing Homelessness Among Extremely Vulnerable Populations

o   HUD, through the HUD-Veterans Affairs Supportive Housing (HUD-VASH) program, reduced veteran homelessness by 5.4 percent since last year, falling to nearly half of the number of homeless veterans reported in 2010.

o   HUD-supported Continuums of Care (CoCs) reduced the number of families with children experiencing homelessness by 2.7 percent since 2017 and 29 percent since 2010.

 

  • Funding Disaster Recovery at Historic Levels

o HUD has responded to natural disasters with historic funding levels and assistance to support the long-term recovery of affected communities. Specifically, HUD is allocating more than $35 billion in Community Development Block Grant – Disaster Recovery (CDBG-DR) funding to 16 states and local governments in FY2018 following several natural disasters to support long-term recovery efforts.

o HUD introduced new FHA financing options, including the “Disaster Standalone Partial Claim,” for disaster victims who are rebuilding or buying another home following a disaster. This option covered up to 12 months of missed mortgage payments via an interest-free second loan on the home.

 

  • Protecting Taxpayers

o   HUD won a significant legal victory in Anaheim Gardens v. United States, a case that has been pending for 25 years and presented HUD and the Federal government with potentially more than $100 million in liability exposure.

o   HUD reduced the FHA’s exposure to risk and promoted sustainable homeownership. Specifically, HUD exceeded the statutorily mandated 2.0% capital ratio in the Mutual Mortgage Insurance (MMI) Fund in fiscal years 2017 and 2018 by not implementing a premium decrease announced by the previous administration.

Secretary Carson, it will be recalled, promised manufactured housing professionals a new era of cooperation last year, saying the Trump Administration here’s our industry’s interests and concerns. It is beyond doubt that Carson made significant changes, such as the removal of Pam Danner, JD, from the administrative role at HUD.  There has been some regulatory relief – or at least a pause.

The System has been Rigged,” the 45th President of the United States (POTUS), Donald J. Trump, has said. He understands these realities.

Isn’t this part of the antidote to the t-word issue?

Someone making a basic wage is unable to buy the typical, conventional house in America.

But millions priced out of conventional housing can buy a manufactured home.

When millionaires and even billionaires own a manufactured home, the rest ought to consider its wisdom too.  For example, POTUS Trump supporter and performer Kid Rock is one of those who owns a private jet, a Rolls Royce, and a manufactured home.

The Kid Rock video below uplifts – celebrates – those who own a lower cost house, be it a manufactured home, or an older conventional house.  Note to parents with kids at hand: the video has some salty language and suggestive images. The video has had over 16.4 million views as of 6.14.2018.

 

Daily Business News on MHProNews sources tell us that Vice President Mike Pence understands first-hand the value of manufactured homes, which along with RVs, are produced in his home state of Indiana, and elsewhere from coast-to-coast.

 

America First, Economic Nationalism are Common Sense

Peace, prosperity and security are all supported by the president’s most recent deal on behalf of Americans, Koreans, the people of Asia, and the nation-states of the world.

America First” is common sense.

Placing one’s homeland first is part of a new geopolitical framework the president is creating. It recognizes the inherent goodness of nationalism and cultural pride.

POTUS’ move away from globalism is a step toward the proven principles of solidarity, and subsidiarity.

Someday, historians may say that pragmatic economic nationalism, personal or cultural pride, solidarity, and subsidiarity are key contributions of what can be called “the Trump Doctrine.”

 

Tariffs and America First

There are elitists across the political spectrum that don’t understand, or won’t admit to, the fundamental common sense of economic tools such as tariffs.

By contrast, the president embraces their use.

When America was a young nation, tariffs protected our farmers and factories. Before the income tax, when the federal government was smaller, tariffs protected American jobs, plus paid much of the federal government’s expenses.

From Operation Breakthrough in the 1970s, to Harvard’s Eric Belsky in the early 2000s, the potential for the manufactured homes that HUD Secretary Ben Carson called “Amazing!” to fuel the American Dream is real.

Enforcement of the Manufactured Housing Improvement Act of 2000 – which includes enhanced preemption – utilizes principles the president grasps from his myriad of professional experience.

Mandating the robust enforcement of the Duty to Serve Manufactured Housing that the Housing and Economic Recovery Act of 2008 required would also aid the process. Leveling the playing field via regulatory tweaks across FHA, VA, and the USDA (Rural Housing) loan programs for manufactured homes in both fee simple and home only scenarios would too.

The New York Times and MHProNews surveys both suggested that manufactured home owners were among the once “forgotten Americans” who supported President Trump.

Those home owners deserve the dignity and respect of being manufactured home owners.

A simple president tweet in support of those manufactured home owners could be a useful step to restoring their dignity, often robbed by elitists politicos whos slammed them as deplorables.

Enhanced preemption, education on the realities of manufactured homes vs. the myths, and proper lending access could transform America in short order.

That can be done via enforcement of existing law.  It would cost very little to the federal or local governments.  It would increase the property tax base.  It would increase the net worth of Americans.

God is modest, and the Creator understands the notion of saving the best for last. The American Dream is tied up with faith, flag, family, and fortune.  Hebrew and Christian Scriptures prove that the Ten Commandments protect private property.

God isn’t a socialist.  God’s Word enshrines free enterprise, and private property.

President Trump’s taking action that protects faith communities, defending the use of the phrase merry Christmas, and protect Life, Liberty, and Property are Godly principles.

These are all concepts worth to reflect on this day, and every day.

Manufactured Housing Institute “Walk Out,” “Cover Up,” and Shock at their Vegas Event

ChrisFisherBoardMemberManagingPrincipleDuckerWorldWideMHProNews545There are several items reported by attendees of the Manufactured Housing Institute’s (MHI)  recently concluded Vegas event that sources say they don’t expect to be in “official” messages coming from the association, or their surrogates.

 

In exclusive insights to the Daily Business News, calls, messages, and emails have covered a variety of topics related to their spring event.

Among them was the lukewarm response to their plans to move their event to New Orleans in 2019.

One bright spot per attendees was the developer meeting, which sources say had perhaps double the traction as last year’s breakout session.

The response to Secretary Carson was overall positive, but not without some controversy.

There was an item from the Q&A that drew “gasps” and “shock,” per MHI members to MHProNews, and will be part of a special report.  MHI connected sources say that “will be covered up” in messaging by the Arlington, VA based trade association.

 

Ducker “Walk Out”

According to attendees of the Ducker Worldwide presentation, there were no surprises. “Nothing earth shattering,”  as an MHI member said.

Another source said there was not as much “red meat” presented by Ducker as what was provided by Credit Human’s Barry Noffsinger at Tunica last year.  Noffsinger’s comments were captured in the 16 minute seminar video, re-posted below.

Attendees of the Ducker Worldwide said that “half” to “two thirds” of those who started the Ducker meeting had “walked out” – left the presentation – before that meeting ended.  “I did not read great enthusiasm,” in the room for what Chris Fisher presented, per a C-Suite level MHI member.

The quiet walkout of so many “spoke volumes.”

Another issue raised by a long-time MHI member was the following concern. Are select MHI member companies – specifically larger companies – getting special access to information from from Ducker’s research, not being given to other industry members?

There is more planned on Ducker related in an upcoming report.  Stay tuned.

 

MH “Opportunity”

Another Daily Business News reader said the Ducker presentation did point to opportunities for the industry.  But “nothing on the level that you [MHProNews] present [to industry] readers for free.”

It’s becoming more clear that your [MHProNews] reporting is correct in saying that MHI is slow walking growth by what one of your articles called “razzle dazzle,” said that source.

Finally, the term “paranoia” was used by an MHI member, to describe their concerns over research and reports by MHProNews. “…you’re [MHProNews reports] living rent free” in the heads of some top level MHI leadership. More than one source independently labeled it “obsessed” concerns about Daily Business News reports about their performance, or lack thereof.

As an example, a mainstream media report recently said that S. 2155 is stalled in the House-Senate conference committee. One of the hang ups?  MHI related elements from “Preserving Access to Manufactured Housing Act.”

It must be noted anew that sources inside and outside of MHI and their members are routinely used by MHProNews in our reports and analysis. The number of messages and calls from those who are beginning to see MHI’s failures to perform are increasing.

I don’t want a bulls eye painted on my back,” said one caller, who wanted to remain anonymous.  “But I want to support what you’re [MHProNews] doing,” because this is the only trade media bringing authentic fact-checks and analysis of MHI and their surrogates messages.  “What they are calling success, isn’t success at all,” a member said.

It’s an interesting point. Success in legislative and lobbying efforts is to achieve the goal, not how many emails are sent, or getting only one out of two sides of the Congress to pass a bill.

 

MHI Meeting High Point, and their ‘Response…’

On a positive note, what MHI’s attendees tend to like is the networking at these events.

But given that networking can take place apart from MHI – as the far larger Tunica Manufactured Housing Show reflects – that modest claim to fame for the Arlington, VA trade association doesn’t compensate for years of failed lobbying and advocacy.

More on this in an upcoming fact-check of recent MHI claims.

MHI staff and executive committee level members are routinely given an opportunity to respond to our reports, and for whatever reasons, they have opted to let these concerns remain unaddressed.

That said, they are hyping alternative views in their own and surrogates trade sources, de facto responses to our fact checks and analysis.  But as some execs and company leaders have said, on close examination, neither MHI nor their surrogates have disproven a single major concern raised by the MHProNews.

“Kevin…the Problem of Your Industry…”

In the video interview with Kevin Clayton, the son of Jim Clayton says what Warren Buffett, Chairman of Berkshire Hathaway says is what’s wrong with the manufactured home industry.

 

Per Clayton, Buffett says it’s resale.

Kevin, it seems to me that the problem of your industry is resale.” – Warren Buffett said to Kevin Clayton, per Clayton’s video interview.

That may seem simple. But it is profound.

In the same video interview posted below, Clayton says that he can see the day when their company’s manufactured homes may also be sold via the Berkshire Hathaway real estate arm.

Another source tells the Daily Business News that Kevin – speaking at an Illinois state association event – said, Resale is the key. As Warren Buffett says ‘the MH industry is not going to grow until we expand the market by improving resale’s” – said Joanne Stevens, whose community brokerage operation is also part of Berkshire Hathaway.

Speaking of real estate, in Buffett’s recent annual letter, he says they now have 3 percent of the real estate agents in the country. ‘Just 97 percent to go,’ Buffett said.

The above begs a question.  Realtors weren’t necessary for the industry to hit is previous highs.  So why are the necessary now?

But setting that question aside for now, with respect to the broader housing market, resale and realtors are important topics. Buffett and Clayton are correct in saying its an issue, as what follows will reveal.

 

Realtors and Manufactured Housing

Among the consulting projects this writer has done in manufactured housing over the years is to successfully get real estate agents to engage with manufactured homes being sold in land-lease communities.

The following observation is neither a defense, nor a hit, on the Government Sponsored Enterprises (GSEs) of Fannie Mae and Freddie Mac, and their toe-in-the-water approach to manufactured home lending – especially home only, chattel lending.

If more:

  • realtors were engaged in resale’s of manufactured homes in communities,
  • if the exit strategy for manufactured housing on leased or owned land were easier,
  • it would logically be a game changer for the industry.

Why?  Because it would be a game-changer for lenders, as it could cut hold time and losses on homes that repossess or foreclose.

It would also be appealing for manufactured home owners too, because they would know that they’ve got an obvious exit strategy when the time comes to sell their personal home.

Buffett and Clayton are logically correct.

 

Realtors and Resales of Manufactured Homes

Don’t misread. There are already real estate pros listing and selling manufactured homes.  There are realtors who sell new as well as pre-owned, “existing” manufactured homes.

But a little like the GSEs, for most real estate agents, that engagement is at toe-in-the-water level.

The End of the First Quarter of 2018 in Manufactured Housing

As the first quarter of manufactured housing in 2018 is about to hit the history books, what the past tells us is that the industry’s still at levels far below historic norms.  The chart below is an example.

A combination of factors causes those relatively low levels of new HUD Code manufactured home sales.  HUD and third party data reveal that quality isn’t an issue, so what is?

Federal Data Spotlights Manufactured Home Industry Quality, Regulatory Questions

Among them is a scarcity of independent retailers.

Who says?  Producers of HUD Code manufactured homes, all of whom – including those who are members in the Manufactured Housing Institute (MHI) and the Manufactured Housing Association for Regulatory Reform (MHARR) that were asked about this – confirmed that a lack of independent retailers is as an issue.

As was previously noted in the Daily Business News, some are attempting to address the problem by ‘giving vertical.’ Others told MHProNews that they are considering going vertical. A few have made strong commitments to their independent retailers, and said they would never go into competition with their dealer base.

Beyond the lack of intendent retailers, what else holds the industry back?  Stop and consider these bullets.

  • Berkshire could bridge the gap between real estate (RE) agents and manufactured housing with ease. Why hasn’t that RE agent switch – which Kevin imagined coming in 2011 – been more broadly turned on?

 

  • Berkshire has its own array of newsmaper/media outlets. Why don’t their media outlets do a steady stream of fact-based articles on the wonders of modern manufactured homes?

 

  • Several other challenges facing the industry could readily be addressed by a snap of a finger in Omaha.

 

  • Why haven’t those industry growth steps already occurred? What could be the logical motivation for Berkshire Hathaway keeping a foot on the break peddle of the industry’s growth?  Isn’t that counter-intuitive?

The Answer to those BH Questions…?

Are the same reasons Buffett’s Berkshire brands not boosting manufactured housing, as the bullets above suggest they could be, similar to why Buffett supported POTUS Obama, and then Secretary Hillary Clinton for president?

Both Clinton and Obama opposed changes to Dodd-Frank.  Those changes in CFPB regulations, that Tim Williams, President and CEO of Berkshire Hathaway owned 21st Mortgage said he wanted those regulations modified by MHI’s multi-year – and still unsuccessful – pursuit the Preserving Access to Manufactured Housing Act.

Given the sheer size of Berkshire Hathaway, if one imagines a foot on a brake pedal, artificially slowing the growth of the industry, whose foot’s on that brake? And why?

Is it because the greater percentage of the industry will fall into Berkshire’s hands?  Buffett has said that he loves a bargain.  Buffett has also said that he tells his managers to fight competitors, including by expanding their “moat.”

In that context, isn’t it worth noting that MHI President Richard ‘Dick’ Jennison touted on video his desire for slow growth for manufactured housing? Who did that slow growth serve?

HUD Secreatary Carson was so enthusiastic about manufactured housing’s “Amazing” progress and quality, that he is almost gushing about it in the video posted below.


The professionals working for the GSEs this writer has privately spoken with are impressed with the quality and value of today’s manufactured homes.

When professionals from outside of our industry are properly exposed to manufactured homes, they are routinely blown away by the value.  At a recent trade show, a senior vice president for an international operation told MHProNews that he was shocked that manufactured housing sales levels were so low, given their quality and value.


What did the Urban Institute miss?

Is it what was went undisclosed in their report on manufactured homes?

Long abandoned Route 72 property OK’d for modular sales center

We’ve sold three houses in the last month, and we don’t even have an office up yet,” developer Nicholas Garofolo stated. Circul Custom Building partner and architect William Tagland explained “We can design and build entry-level housing for people.” Garofolo plans a one-stop home shopping.  Engineering, construction, financing, design, insurance and alternative energy options, including wind and solar power will be handled on-site. “Hopefully we’ll have the office up in November and we plan on having two models built by early spring and hopefully a third model next summer,” Garofolo said. Circul Custom Building plans similar modular home sales centers for Atlantic and Monmouth counties, NJ and in Ocean City, MD.
