The release below is from the Manufactured Housing Association for Regulatory Reform (MHARR), and they were charitable in not mentioning the Manufactured Housing Institute (MHI).

HUD CODE PRODUCTION DECLINE CONTINUES BUT MODERATES

 

Washington, D.C., June 3, 2019 – The Manufactured Housing Association for Regulatory Reform (MHARR) reports that according to official statistics compiled on behalf of the U.S. Department of Housing and Urban Development (HUD), year-over-year HUD Code manufactured home production declined again in April 2019, albeit at a moderating pace. Just-released statistics indicate that HUD Code manufacturers produced 7,993 homes in April 2019, down 3.2% from the 8,262 homes produced in April 2018. Cumulative industry production for 2019 now totals 30,352 homes, a decline of 10.1% from the 33,793 HUD Code homes produced over the same period in 2018.

While the production statistics for April 2019 show a moderation in the double-digit production decline that has thus far characterized 2019, the fact that there is any production decline at all in the face of continuing strong demand for affordable housing and homeownership highlights the failure of Fannie Mae and Freddie Mac – thus far – to implement the Duty to Serve Underserved Markets (DTS), particularly with respect to the personal property loans which account for nearly 80% of the manufactured housing consumer finance market. That failure, more than a decade after the enactment of DTS, effectively forces consumers into higher-rate loans that cost more than would be the case if there was, in fact, proper, market-significant DTS securitization and secondary market support, which would lower risks for lenders and promote greater competition within the HUD Code consumer finance market.  This, in turn, needlessly excludes potential buyers from the HUD Code market altogether, while making it more difficult for others to finance the purchase of a HUD Code home, both of which suppress overall market volume.  As more and more questions are being raised in Washington, D.C. by the press, government figures and others regarding such issues, it is becoming increasingly apparent that this matter can, should and must be looked-into further.

A further analysis of the official industry statistics shows that the top ten shipment states from the beginning of the industry production rebound in August 2011 through April 2019  — with cumulative, monthly, current year (2019) and prior year (2018) shipments per category as indicated — are:

The latest information for April 2019 results in no changes to the cumulative shipments list.

There has been some positive mainstream media coverage of the Innovation’s in Housing event on the National Mall in Washington, D.C., But it is clearly evident from the photo at the top that the Manufactured Housing Institute, which is the industry’s umbrella or post-production association, has done a terrible job of promoting this rare opportunity.

MHI put a notice on their fly-in page on 5.30.2019, but that’s targeted for MHI members, not the general public. Where is their vaunted promotion of the industry? Recall their claim late last year?

Pinocchio’s nose shows as it grows.

Secretary Carson seems to be doing more than any HUD Secretary in the last 2 decades. But MHI’s part of the effort is arguably badly lacking.

PRODUCTION DECLINE CONTINUES IN NOVEMBER 2018

 

Washington, D.C., January 3, 2019 – The Manufactured Housing Association for Regulatory Reform (MHARR) reports that according to official statistics compiled on behalf of the U.S. Department of Housing and Urban Development (HUD), HUD Code manufactured home production declined once again in November 2018. Just-released statistics indicate that HUD Code manufacturers produced 7,670 homes in November 2018, a 10.8% decline from the 8,602 new HUD Code homes produced during November 2017. On a cumulative basis, industry production for 2018 now totals 90,612 homes,[1] still a 5.8% increase over the 85,657 HUD Code homes produced over the same period in 2017.

A further analysis of the official industry statistics shows that the top ten shipment states from the beginning of the industry production rebound in August 2011 through November 2018  — with cumulative, monthly, current year (2018) and prior year (2017) shipments per category as indicated — are:

The latest information for November 2018, does not result in any changes to the cumulative top-ten list.

Although industry production as reported for November 2017 may have been skewed somewhat higher due to the production of disaster response homes for the Federal Emergency Management Agency (FEMA) (insofar as the HUD production reports do not differentiate between FEMA production and shipments and units produced for the general consumer market), the fact remains that production levels remain disappointingly low for a HUD Code industry that should be booming based on the strength of the broader economy, including both job and wage growth, versus the increasing cost of other types of housing. In part, as MHARR will soon address in greater detail, the industry’s difficulty in once again reaching – and substantially exceeding – the 100,000 home-per-year benchmark, is, to a substantial degree, a product of continuing problems affecting the industry’s post-production sector, including, principally, exclusionary zoning affecting communities, related placement issues, and most importantly, the continuing unequal secondary market treatment of the nearly 80 percent of manufactured homebuyers who rely on chattel loans to finance the purchase of their home. Significantly, though, it appears that the post-production sector could be on its way to more effectively addressing these and other issues through independent representation at the national level.  More on this development will be forthcoming soon.

HUD Code Production for Year Ends on a Strong Note

Department of Housing and Urban Development (HUD), the Manufactured Housing Association for Regulatory Reform (MHARR) tells MHProNews HUD Code manufacturers produced 5,657 homes in December 2015, a 20.1 percent increase over the 4,707 homes produced in the same month in 2014.

HUD Code home production for the year hit 70,544 homes, a 9.6 percent increase over the 64,344 homes produced in 2014. Production fell from 81,457 homes in 2008 to 49,683 the next year as the housing market imploded, and began working its way back with increased production each successive year.

The top ten shipment states since the industry rebound in 2011 have remained relatively the same: Texas leads the charge, followed by Louisiana, Florida, North Carolina, Alabama, Mississippi, California, Kentucky, Tennessee and Oklahoma. ##

HUD Code Production Keeps Climbing

mh_wide_load__credit__moiData compiled on behalf of the Department of Housing and Urban Development (HUD) reveals manufactured home production increases moved into its fifth straight year, according to what the Manufactured Housing Association for Regulatory Reform (MHARR) tells MHProNews.

Production of HUD Code homes rose 5.2 percent over production for October, 2014, 6,846 homes over 6,505. Cumulative numbers for the year of 58,907 is 7.7 percent above the 54,672 homes for 2014, through October.

Totals for the individual states since the rebound in Aug., 2011 indicate Texas is far and away the leader with 51,792 HUD Code homes, followed by Louisiana with 18,410 homes, Florida with 14,518 homes, North Carolina with 10,739 homes and Alabama with 10,537 units. Rounding out the bottom five are Mississippi, 9,900; California, 9324; Kentucky, 9,270; Tennessee, 7,744, and Oklahoma, with 7,326.

Since last month, California moved in to seventh place, bumping Kentucky to eight. ##

HUD Code Production Continues to Grow Monthly

MHProNews has learned from the Manufactured Housing Association for Regulatory Reform (MHARR) that statistics obtained from the U. S. Department of Housing and Urban Development (HUD) reveal manufactured housing production grew to 5,733 HUD Code homes in May, a two percent increase over the 5,622 produced in May of 2013. Total production of HUD Code homes for the year has now reached 25,051, 5.3 percent more than the 23,795 homes produced through May of 2013. ##
