City Makes Moves to Preserve Affordable Housing

In Colorado, city officials in Louisville are working to solve a growing affordable housing crisis.

According to the Daily Camera, the focus is on the sole manufactured home community in the city, the 94-unit Parco Dello Zingaro Mobile Home Park, which has served as a cost effective alternative for a number of decades.

The city is weighing city-funded incentives – tax breaks, loans or grants to promote maintenance of the community.

Affordable housing is certainly something that is critical,” said Councilman Chris Leh.

It’s something that everyone recognizes as increasingly difficult in Louisville, and it’s not going to get any easier.”

Also on the table is the potential for a resident-owned community, similar to nearby Boulder’s Mapleton Mobile Home Park. In this scenario, residents would purchase the community and form a co-op.

Community owners in the area and beyond face intense pressure to sell or redevelop their properties as the community around them grows and land values increase. The Daily Business News recently covered a similar scenario in Calgary, Canada, in a story linked here.

In the area over the last three years, the number of single-family homes for sale under $250,000 has dropped 72 percent, and the number of attached dwellings for less than $150,000 has declined by 87 percent.

And in these desperate times, city officials are looking to manufactured housing as a practical solution.

Generally we can say that in addition to the work we do all over Boulder County, the Boulder County Housing Authority is supportive of efforts that can help preserve existing affordable housing where and when possible,” said Jim Williams, a spokesman for Boulder County Housing and Human Services.

These are complicated issues,” said Councilman Jeff Lipton.

There’s lots of balances that need to be weighed. If there was a way to kind of have those interests come together and the area be designated somehow as an area where we want affordable housing, it could be better for us.”

In an affordability study done by Amy Aschenbrenner, CEO of the Longmont Association of Realtors, and Kyle Snyder, of Land Title Guarantee Company, the average single-family home price in Louisville last year was $627,938.

There are no entry level housing options left in Boulder County,” said Snyder.

And, as the dream of homeownership moves further out of reach, housing authority officials have shifted to preserving manufactured housing communities like Parco Dello Zingaro.

City officials recognizing a lack of affordable housing often leads to a chill on development,” said Parco Dello Zingaro owner Keith Cowan.

After dealing with several cities, there are times something is said about lack of affordable housing and the very first thing (the city says) is that you can’t build anymore.

Cowan says that there are fears of him opting to raze the community in favor of more costly townhomes. But as a proponent of affordable housing, he’s actually looking to double down.

My plans are exactly the opposite of redeveloping the park [sic],” said Cowan.

I want to build more, but council and city zoning will not allow that to happen. If you want to restrict it and not allow it to expand, then don’t stand and say we need more affordable housing.”

2017 Louisville Manufactured Housing Show Attendance, Insider Feedback

The final numbers are in for the 2017 Louisville Manufactured Housing Show, and they show another increase in attendance.

We had 1,933 people representing 753 companies in these four categories. If you add in the additional representatives in these categories, it comes to 346 more people in 2017 than came in 2016. This is a significant increase from one year to the next,” Dennis Hill of Show Ways Unlimited, Show Coordinator told MHProNews.

In addition, if you add in the exhibitors and special guests, our total number comes to 2,929 individuals representing 962 companies. I think everybody would agree that this year’s show was a success. The degree of enthusiasm was most rewarding. We are looking forward to the 2018 show. Again, thanks for your continued support for the Louisville Show. Without you, nothing happens!

Manufacturers gave the show a solid B (on an A to F grading scale),”  outgoing Show Chairman, Ron Thomas Sr., told MHProNews.

The show was an improvement over last year, exhibitors told MHProNews, but still not what the show was like 15 or more years ago.  Exhibitors agreed that the show traffic was up over 2016, some said, due in part to the improved weather this year over last.

The total number of homes on display was down slightly from the prior year, but the feedback from attendees on the models on display was routinely positive.  ##

Freddie Mac Forms Partnership, Rolls Out MH Education Curriculum

freddiemacGovernment lender Freddie Mac has formed a partnership with Next Step Network, Inc., a Louisville, Kentucky-based non-profit housing intermediary, to roll out consumer education curriculum for manufactured home buyers.

The initiative is intended to foster new relationships with active participants in the manufactured housing industry, including mortgage lenders, at the local and national levels.

The average manufactured home costs $71,300,” said Danny Gardner, Freddie Mac’s vice president of affordable lending and access to credit.

That’s why it’s a crucial source of housing stock for people with very limited incomes, as well as those in underserved markets and rural areas.

The partnership with Next Step will provide educational information to prospective buyers in Kentucky, including information about the availability of down payment assistance programs and credit rebuilding services via housing counseling agencies.

2015 Louisville Show adds 2 more Free Business Building & Educational Seminars!

louisville-2014-seminarsDennis Hill and the Midwest Manufactured Housing Federation (MMHF) have announced two new seminars have been added to the 2015 Louisville Show business building and educational line up.

The current plan is for there to be 6 sessions total. In 2014, most sessions were standing room only, so arrangements for 2015 include adding space so more MH Professionals can attend the popular sessions. See map for seminar location, below.

More manufacturers and exhibitors are also scheduled for 2015 than in 2014. As in 2014 and previous years, the show is all indoors at the climate controlled Kentucky Exhibition Center (KEC).

Louisville Show is Approaching a Sell-Out

2014-louisville-manufactured-housing-show-crowd-photo-credits-mhpronews-manufacturedhomes-com-There are almost 6 months to go before the start of the 2015 Louisville Manufactured Housing Show, and booth space and manufacturers exhibit space is approaching a sell out.  MHProNews has learned there will be 2 new factory builders planning for the 2015 event, and apparently all the current manufactured and modular builders are expected to return.

Registration for the 2015 show opens on October 1, 2014.  Dennis Hill of Show Ways Unlimited suggests it’s wise to mark your calendars now for the 2015 show.

“Louisville has been the best attended industry event 2 years in a row.” Dennis Hill said.  “As videos from attendees in 2014 posted on our updated show website underscore, the enthusiasm and value for attending the show has not been better in a decade. Our popular Business Building Seminars will be back, and because they were often standing room only in 2014, we’ve expanded the seminar space.  The full seminar line up will be available this fall.”

The Tunica Manufactured Housing Show Will Go On!

Dennis Hill at Show Ways Unlimited, the trade show’s coordinator, has told us that alternative options are in hand. Plans that incorporate those options are being considered and that a recent trip to Tunica with Keith Bennett – the Tunica Show Chairman – identified backup options, should those be needed.

“The Show will go on, there is no question about that fact.” said Dennis Hill to MHProNews.com. “Once all the details are worked out, we will make a formal announcement. Exhibitors and attendees alike should plan for a 2015 Tunica Show that will be as robust as ever.”

As a programing note, RV MH Hall of Fame inductee Dennis Hill will be featured in an upcoming exclusive video interview in July, in a behind the scenes look at what happens at a trade show such as Louisville or Tunica. Hill is one of the under-sung heroes of our industry, and the video will be of keen interest to thousands of industry professionals.

Free Manufactured Housing Finance, Business Seminars and Forecast

Registrations have come in from states coast to coast.

The Tunica Show features more homes and exhibitors than any other industry trade show in North America. Networking and free luncheon’s are part of the show line up.

Popular finance and business building seminars are offered free to industry attendees. General information about the finance and business building seminars are found linked here.

Tunica offers popular free manufactured and modular home finance panels, which features top industry lenders as well as MH Community commercial lending panels, both moderated by MH finance expert, Dick Ernst..

Business Building CRM, Marketing and Sales building programs and a Manufactured Home Community Lesson’s Learned panel discussion are on the schedule. A guest column by Brad Nelms on Why Retailers and Community Operators should Go Tunica, is linked here.

A possible program change may occur in the MHC Lessons Learned panel, which is being moderated by the National Community Council’s VP, Jenny Hodge. Rick Rand has advised seminar management that he may not be able to attend, but seasoned veteran and MHC-MD.com consultant, L. A. “Tony” Kovach will be available as an alternate panelist for that session. Featured MHC panel experts include Tammy Fonk with CBRE who has years of experience in a family owned community, as well as Maria Horton, a respected executive from west coast MHC powerhouse Newport Pacific. Seminars will be held in the Harrah’s Convention Center exhibit hall.

The current forecast for the Tunica Manufactured Housing Show is a sunny on Wednesday 3/26/2014 with a low of 43 degrees and a high of 55. Thursday’s forecast is partly cloudy, with a 10% chance of rain, low of 54 and a high of 63. Friday’s forecast is mostly sunny, but 40% chance of rain, with a low of 43 and a high of 69.

This is an industry trade show, and is not open to the general public. Industry professionals are reminded that they can typically gain free admission by bringing their photo ID and business card. ##

CFPB Pursuing Violators of Smell Test

Now that responsibility for enforcing the Real Estate Settlement Procedures Act (RESPA) has been transferred to to the Consumer Financial Protection Bureau (CFPB), the question of whether the agency would sue alleged violators or accept a monetary settlement with the promise that it cease its errant ways has been decided—at least in one case: The government is going after Louisville law firm Borders & Borders, alleging it received kickbacks from a network of nine affiliates jointly owned by the firm–title insurance companies, and realty and mortgage partners (shell companies)—that referred consumers to the law firm for settlements.

RESPA prohibits real estate service participants from giving or receiving kickbacks in cases that involve federally related mortgages, and the CFPB alleges that the affiliates of Borders did not pass the ten point smell test that requires them to be legitimate businesses with their own staffs, office space and capitalization. Writing in inman.com, Ken Harney tells MHProNews.com the law firm states it did not charge consumers anything extra, and that the CFPB is trying to enforce rules that are not in the statute. The government’s lawsuit seeks fees the law firm collected through its operation of the nine affiliated companies from 2006 to 2011. Harney concludes: “Anyone in real estate with affiliated settlement service businesses should keep track of this case and be on alert: There’s a new RESPA sheriff in town. He’s looking hard for alleged lawbreakers and he seems to be in no mood for compromise.” ##
