HUD Secretary Ben Carson Address to Innovative Housing Showcase, Complete Official Speech Text

This week, we showed that the future belongs to the American builder. And we showed this limitless future can be accessed, owned, and built upon by any hard-working citizen of this great land we all call home,” Secretary Carson said in his closing remarks at the Innovative Housing Showcase (IHS).

 

That’s encouraging to all builders, including factory-builders. But today’s focus is on the official text provided by the Department of Housing and Urban Development (HUD) to the Daily Business News on MHProNews.

Welcome, everyone, to the inaugural Innovative Housing Showcase!

My ride this morning was a 3D-printed car – a 3D-Printed Utility Vehicle (PUV), in fact – graciously lent to us by my friend, Secretary Rick Perry at the Department of Energy. This incredible technology is made possible by the Oak Ridge National Laboratory, who develops energy-efficient building system technologies, and is also an exhibitor in this week’s Showcase for 3D-printed housing materials.

When the printing press was invented in the year 1440, who could have imagined that six centuries later, we would be printing cars – and even homes? There may be no more enduring testament to the strength of the human spirit than when we come together, transcend our differences, and build a better tomorrow with the tools of today.

Innovation is what happens when the transformative power of the human brain is fully harnessed. As a brain surgeon, I often repeat a saying that my mother instilled into my brother Curtis and me, whenever we hit a roadblock growing up: “You have a brain – you have to use it.”

HUD and our partners are now clearing the road for millions of Americans to prosper by driving the development of a new generation of homes that are both more affordable and more resilient.

Before discussing some of the incredible highlights of the week ahead, I would like to take a moment to separately acknowledge and thank each of our exhibitors, who are pioneering the path for a bright future in America’s housing industry. These exhibitors include:

  • Akkerman Inc., whose innovative technologies allow new infrastructure to be installed in densely populated areas;
  • Barbco, who produces environmentally sensitive equipment that aids affordable housing development;
  • Boxabl, who developed the “universal building box” used to create almost any style of home at a fraction of the cost;
  • Build us H.O.P.E, who provides housing and supportive services to the homeless, disabled, and mentally ill;
  • Cavco, a leading designer and builder of systems-built structures, such as manufactured homes;
  • Core Housing Solutions, who provides affordable housing by building “tiny houses on wheels”;
  • Ditch Witch, who provides directional drilling machines and equipment;
  • Ducky Johnson, an award-winning structural moving and elevation company that has become a leading disaster response provider;
  • Hammerhead Trenchless, who manufactures products that rehabilitate and replace underground utility infrastructure;
  • IndieDwell, who makes quality, sustainable modular homes at affordable pricing;
  • MinMaxSpaces, a turn-key provider of relocatable buildings and storage solutions;
  • National Utility Contractors Association, whose technology allows utility infrastructure to be installed and accessible;
  • Piedmont Green, who provides high quality container house services;
  • Prescient, who changes the way homes are built through an innovative design platform;
  • Skyline Champion Corporation, who builds a wide variety of manufactured and modular homes; and
  • UMH Properties, Inc., a dedicated proponent of innovation and advancement in manufactured housing.

That’s a lot of names – but it takes teamwork to make any great dream work. And so, on behalf of HUD, I am grateful to each one of you for elevating this historic event with your participation.

The Purpose Of The Showcase: Increasing Affordability and Resiliency

What brings this incredible array of pioneers together this week is a joint mission to educate and inform America’s national conversation on housing policy. We believe the best way to galvanize people and policymakers toward a powerful vision of the future is to place that vision right in front of them – and show them what is truly possible.

The Showcase features state-of-the-art building technologies and housing solutions that can make homeownership more affordable for American families, and homes more resilient during natural disasters. In addition, there will be a wide array of exhibitions, prototype homes, panel discussions, and policy conversations with leaders across the housing industry over this five-day event.

While the policies of the Trump Administration have created “a rising tide that floats all boats” – including historic highs in employment, job creation, and financial growth – there are still far too many Americans who seek affordable rents or sustainable homeownership and simply cannot get their foot in the door.

To echo the words of our President, we have a special duty to make sure these “forgotten men and women” will be forgotten no longer.

It is especially meaningful that today marks not only the start of the Showcase, but also the first day of June – which has been designated by President Trump as National Homeownership Month. During this month, we are reminded that homes are not simply physical structures – they are social, cultural, and economic engines. They are where families are raised, and communities are interconnected. Housing problems are fundamentally human problems – and ultimately, that is the bottom line that truly matters.

As HUD Secretary, I spend a lot of time listening to the struggles and stories of everyday Americans trying to buy a home for the first time. It’s an uphill climb. But in my work, I have found there is nothing more rewarding than watching hard-working families successfully make the transition from public or HUD-assisted housing, to private home ownership. It is not only a journey of financial self-sufficiency – but one of deep and enduring pride.

That’s why, in response to the affordable housing crisis facing our country, new construction technologies and development techniques play a pivotal role in lowering the cost of production and increasing the affordability of new homes for millions of hard-working Americans.

For example, in recent years, manufactured housing is one solution that has emerged out of the limestone and stepped into the limelight – carrying the potential to permanently change the cost side of the equation.

According to data by the Manufactured Housing Institute, the average cost per square foot of a manufactured home is nearly half that of a site-built home – $49 [dollars] per square foot, as opposed to $107 [dollars]. These dramatic cost savings in construction enable responsible citizens to secure housing that may be considerably less expensive than renting or purchasing a site-built home.

And yet, even at this lower price, manufactured homes appreciate in value at a rate similar to site-built homes, according to the Federal Housing Finance Agency Housing Price Index. Sustainable homeownership is the number one builder of financial capital for most American families. For example, the average net worth of a renter is $5,000 [dollars], while the average net worth of a homeowner is $200,000 [dollars]. That’s an extraordinary 40-fold difference. But with comparable home appreciation rates to site-built homes, manufactured homes exhibit their own extraordinary potential to be a wealth creation tool for families from every socioeconomic background.

And indeed, three fully-built manufactured homes are here, on display, for the American people to see and experience for themselves in the week ahead.

While home affordability is a challenge that touches every family, natural disasters remain a persistent threat that can decimate local communities and their way of life.

Just this week, at least 53 tornados ripped through eight states, stretching from Idaho to Colorado.

Natural disasters do not just devastate housing capital – they devastate human capital, through lives interrupted, school days missed, and communities fragmented under strain. To address this damage, last year, HUD allocated more than $35 billion in funding to 16 state and local governments, supporting America’s hardest hit regions. These grants represented the largest single amount of disaster recovery assistance in HUD’s history.

Technological innovations such as manufactured homes can help mitigate these harms through the use of environmentally resilient construction materials, as well as by providing an affordable and permanent housing solution for lower-income survivors.

For example, on a recent visit to Alabama, I was shown a site that was demolished by massive tornadoes – and the only homes in the area that successfully weathered the storm were manufactured houses. It was a testament to their resilience, befitting the silent strength of the American spirit.

HUD’s Role in Affordable Housing and Resiliency

Although this Showcase is the first of its kind, it is also the continuation of a joint effort from both the public and private sectors. Together, we have made it a top priority to increase the supply of affordable homes and provide a pathway to self-sufficiency for our country’s most vulnerable residents.

HUD’s innovation efforts complement our broader work in the areas of community revitalization, deregulation, and advancing economic opportunity. Some of these initiatives include:

  • Our recent investment of $74 million [dollars] to hundreds of public housing authorities across the country, so residents can increase their earned income, save for the future, and reduce their dependency on government assistance through the Family Self-Sufficiency Program;
  • Our work with local community leaders and public officials throughout the country to break down burdensome regulatory barriers to new home construction and development, which can account for 25-40 percent of costs; and
  • Our championing of Opportunity Zones, which are driving billions of dollars of private capital into the revitalization of economically distressed neighborhoods in a long-term, sustainable way.

In each area of focus, innovation has a powerful role to play in driving our country forward. For this reason, HUD recently created the Office of Innovation, which is accelerating public-private partnerships and borrowing wisdom from the best practices of American enterprise.

I am also delighted that two institutions under HUD’s purview will be exhibitors throughout the Showcase as well. These include the Federal Housing Administration, or FHA, and HUD’s Office of Housing Counseling.

The FHA is the largest mortgage insurer in the world. It maintains an active insurance portfolio of more than $1.3 trillion [dollars]. Each year, the FHA helps more than a million homebuyers achieve the dream of sustainable and affordable homeownership of single-family homes, while its insurance programs for multifamily properties support the availability of more than 300,000 affordable rental units, including for seniors and people with disabilities.

Our Office of Housing Counseling supports a nationwide network of Housing Counseling Agencies and counselors, who are trained to provide tools to current and prospective homeowners and renters, so that they can make responsible choices to invest in a home, prevent foreclosure, protect credit, or seek advice for housing needs in any financial situation. To increase the reach of this important work, HUD will be granting an additional $43 million [dollars] in federal funds to support hundreds of state and local HUD-approved Housing Counseling Agencies around the country.

While these programs open the doors of homeownership for so many American families throughout the year, HUD is especially humbled and honored today to be opening our own doors to the American public, hosting this historic Showcase in the heart of our nation’s capital.

Finally, I would like to extend a very special thanks to the National Association of Home Builders for co-presenting this Showcase with HUD – and for your tireless efforts to bring this incredible event to life. And we are also very grateful for the generous financial support provided by MiTek, the International Code Council, Inc., the National Multifamily Housing Council, the Whirlpool Corporation, and Professional Builder.

Conclusion

The participants in this Showcase are not just stakeholders in the US housing industry – we are stakeholders in the America our fellow citizens are building today, and for our children to inherit tomorrow.

A key lesson I drew from decades as a surgeon is one I see again as Secretary of HUD: The work isn’t easy, but nothing worthwhile ever is. When a patient pursues the long road back to full health and self-sufficiency, changes do not happen overnight. Improvements take time, regular review, and the support of your whole family.

I am extremely proud of the family we have assembled this morning. I look forward to beginning a fantastic new tradition here on America’s front lawn, and to working with you, and for you, to ensure safe, quality, and affordable housing for all who call our great country home.

Ford is Powering the “Home of the Future”

Several years ago, early in our history, MHProNews interviewed Eddie Hicks, a veteran manufactured home community consultant. Part of the topic was product placement.

 

Fast forward to the Verge and Curbed, which have snagged Ford as the sponsor for their “Home of the Future” video series.

You’ll often notice on the top right corner of their video the Ford logo.

 

To the point of product placement, you will also note that tough, cool looking Ford truck during various outdoor scenes of the exterior views of this modular/prefab home.

This week’s episode featured shingles that are actually part of the roof. You’ll recall the MHProNews column with Steve Lefler on that topic, so technically, that’s not ‘new’ news to our readers. But what this does is reflects the direction of their storyline, their narrative.

Namely, that solar isn’t only green, with a lower carbon footprint. But solar can also be cool looking.

Notice the style of the video?

From the camera angles, to the music and more, it’s clearly geared to a younger crowd.

But factory-built housing marketers, did you notice something else?

This video isn’t 1 or 2 minutes, or even 30 seconds, as so many ‘video experts’ say they have to be. Instead, this video weighs in at nearly 7 minutes in duration.

We know from experience that as long as the audience is interested, they will tune in and stay tuned to videos that are 5 to 10 minutes plus in length. On a ‘heavy’ topic, like the Kevin Clayton video interview (ICYMI, that’s posted on the page, linked here), a motivated viewer will hang in for that nearly hour-long video presentation.

From the beginning, when it came to the length of a video, we asked ‘Why not?’ How many tens of millions of Americans will watch hours of TV daily?

The evidence on video length is obvious.  Cable shows, news, streaming video movies, and other programming abound.

 

The Thinking Behind the Pitch

Notice too that this video is done by the Verge and Curbed. These are specialty media – trade media – like MHProNews or MHLivingNews are.  That gives it ‘third party’ authority to the viewer.

The “Home of the Future” video itself notes that the solar array included in this home isn’t enough to power more than 60 percent of the needs of the model home. They do mention that additional solar could be added.

Notice that no mention of cost is involved?  We aren’t agreeing or disagreeing, just making an observation.

In terms of analyzing their episode, the thrust of this style of video reflects a scripted format. That can be debated. Like our “Inside MH” video series, they do an interview, a conversation.

For our Inside MH series on MHLivingNews, we leaned in the direction of an unscripted, genuine, free-flowing conversation.

The “product placement” style is all around this “Ford” powered video as they tell the story. But it isn’t just Ford.  There are other credited or placed elements revealed here too. So there are similarities between what they’re doing, and what we’ve done.

The biggest difference is budgets and sponsors – i.e.: scale, and we did it sooner on MHLivingNews than they did. But the proof of concept is similar, and their example, is a clear sign of what the world of HUD Code factory-built housing needs too.

But there is an important distinction that some in MHVille haven’t yet grasped.  For this type of campaign to be effective, it has to be more than just a fun view. The narrative has to get to the root of core issues that have dog manufactured homes, or factory-built housing.  It must lance-the-boil, or it will be merely entertainment.

Rather, this should be a reminder of how this can and should be achieved for MHVille.

With almost 2 months since the combination of Skyline and Champion – producers of manufactured home, modular housing, and other forms of factory-crafted construction – has occurred, it’s an apt time to take a snapshot of the new #2 in HUD Code home industry.

 

As with several other publicly-traded operations previously analyzed on the Daily Business News on MHProNews, this first look will begin with their own internally crafted information.

Finance – and access to capital – is more available, especially since the Trump Tax Cut, and deregulatory changes. Those have indeed made a positive difference for the industry. That said, so far, the Duty To Serve (DTS) manufactured housing is still toe in the water, and is being protested by MHARR as insufficient and strayed from the purpose of the law established in 2008 by the Housing and Economic Recovery Act. Rephrased, there are more improvements in financing options possible. is iThe top ten states, and the fastest growing states, are shown at the right. One of the driving forces that are growing in the next tier after Clayton, Skyline Champion and Cavco is Legacy Housing. They’ve grown rapidly in Texas, and are now doing the same in GA. Part of their success? Its financing, as well as other price point and specialized products.

The Daily Business News says “mostly,” as there are still times – for example, Cavco’s IR presentation – that cites information that is contradicted by other sources.

Given the above disclaimers, the presentation by Skyline Champion (SKY) is one of the better ones for insights provided by publicly traded firms in manufactured housing.

The chart above reflects an interesting factoid, that Skyline Champion has 7 idle plants, which rephrased, means they could in theory ramp up more quickly than some others.

While it is graphically rich, it could benefit from more photos that exemplify the full range of housing options offered.

Producers of HUD Code manufactured homes or modular housing often show the fanciest and biggest models they can.  That makes sense for showcasing potential and for giving a good first impression.

For the purposes of this update on their star-studded designs and plans, we’ve not delved into that aspect of their business at all.

But that previously reported Trump-connection is mentioned in part because factory-built housing professionals ought to know that the person in the Oval Office at 1600 Pennsylvania Ave. in Washington, D.C. arguably has a stronger understanding of PreFab homes than most – if not all – of his predecessors.

 

 

Similarly, Vice President Mike Pence has – per MHProNews sources – a strong grasp of HUD Code manufactured homes. For example, VP Pence understands and uses the correct terminology, is what the Daily Business News has been told, and observed.

From federal public officials, that’s refreshing.

Then there is HUD Secretary, Dr. Ben Carson, who has personally met with both MHARR and MHI.

Secretary Carson – per sources and his own published statements – is a strong advocate of free enterprise solutions.

Secretatry Carson believes that government can play a positive role, but isn’t able to solve every problem. Thus, a mix of private and public-sector actions, working together within their respective spheres, can do more than government acting alone is able to achieve.

The Trump Administration’s demonstrated desire to roll back “useless” and “self-destructive”  regulations, and more recently, cut taxes, are widely known.

 

It is ushering in a period of growth that hasn’t been seen since the housing crash of 2008.

 

Against that professional, economic, political, and regulatory backdrop, the update on Revolution Precrafted Properties is timely.

From a series of recent statements from Revolution Precrafted to the Daily Business News,  we’ll flesh out this update, which includes links to some of our prior reports.

This “unicorn” – a term meaning a startup company valued at over $1 billion – is disrupting Asia, and has its sites set on the world.

The Top 10 American Corporations, Manufactured Homes, and PreFab Housing

But odds are excellent that manufactured housing operations, and interests like your business, are impacted daily – either directly, or indirectly – by the top 6 mega-corporations shown in the infographic below.

There are also many possible takeaways for the forward-thinking manufactured housing professional to be found in this Top 10 list.

3 Time Frames: Top 10 Corps. – 100 Years Ago, 50 Years Ago & Nov 2017

To reflect how rapidly change can occur, the market cap at the opening bell for Amazon today was $562.34B, per Nasdaq. That nearly $20 billion more than it was when this chart below was created.

But look back 100 years, to 1917.  Not one of those then-giant companies are in the top ten today.

From 1967 – 50 years ago, and within the lifetime of thousands in the manufactured housing industry today – once giant Kodak is no more.  The dominant retail player 5 decades ago was Sears, which has long since been supplanted, first by Walmart, and more recently, by Amazon.

As MHProNews noted in a pre-dawn report this morning, the top 2 publicly-traded giants in manufactured housing in 2000 – plus Palm Harbor Homes, others – melted away, filed bankruptcy, reorganized, etc.  Today’s dominant players in manufactured housing look to be just as unstoppable as many believed the old-2000 era Fleetwood and Champion Homes were then.

Today, the Fleetwood and Palm Harbor brands are subsidiaries of Cavco, and the Champion brand was reconstituted as a privately-owned firm.

Given the fact that manufactured housing’s #1 Clayton Homes and #2 Cavco Industries – per their own data – are growing at a slower pace than the industry at large, are there already possible warning signs that some in MHVille are overlooking? Are there vulnerabilities that these 2 largest HUD Code firms have that other competitors could exploit?

To answer that, what does this top 10 corporations chart tell you is the answer for such questions?

Impact of the “Tech Lords”

Apple and Microsoft are known by virtually everyone, and interacts/impacts with virtually daily.

Alphabet is “now the parent company of Google and several former Google subsidiaries,” says Wikipedia.  So, it’s used by – and their search results and ads impact – the manufactured housing industry in a big ways.

Political Impact of the Mega-Corps, Which Also Impacts the MH Industry

The political reality behind these top corporations are worth noting.

JP Morgan’s well-known leader is Jaime Dimon, a Democratic supporter who recently pushed the tax reform plan in a big, public way.

Manufactured Housing Industry New Home Production, Shipments Report for April 2017

Washington, D.C. The Manufactured Housing Association for Regulatory Reform (MHARR) reports that according to official statistics compiled on behalf of the U.S. Department of Housing and Urban Development (HUD), year-over-year manufactured housing industry production increased again during April, 2017.

The association tells the Daily Business News that just-released statistics indicate that HUD Code manufacturers produced 7,184 homes in April 2017, a 7.4% increase over the 6,689 HUD Code homes produced during April 2016.

Cumulative industry production for 2017 now totals 30,568 homes, an 18.5% increase over the 25,790 HUD Code homes produced over the same period in 2016.

A further analysis of the official industry statistics shows that the top ten shipment states from the beginning of the industry production rebound in August 2011 through April 2017  — with cumulative, monthly, current year (2017) and prior year (2016) shipments per category as indicated — are:

The latest information for April 2017 results in no changes to the cumulative top ten list.

Hobart, Factory Home Building Pioneer, Turns 100

David Knoll, vice president and general manager of Hobart Brothers, said, One hundred years is an incredible milestone and it’s a testament for any business to reach that mark. At Hobart, we are very proud of the history of the company and everything that means that brought us here to today,” per Ohio’s Troy Daily News (TDN).

TDN stated that during the past century, “Hobart Brothers Company has manufactured battery chargers, introduced its first arc welder in 1925, built all-steel homes and founded the Hobart Trade School, now the Hobart Institute of Welding Technology.” They were also involved with the war effort, and NASA.
About Hobart’s Factory Home Building Operation

Located in Troy, Ohio, Hobart spent several years doing what was then a historic effort at prefabricated factory construction, with onsite completion.  Per the Chicago based Society of Architectural Historians (SAH), “The first house, at 23 Hobart Drive, was begun in 1932 as an experiment-in-progress. It was completed in 1935. The Hobart brothers were not intending to go into the housing business, but were trying to prove that welded steel was a viable option for housing.”

The 1933 New York World’s Fair featured a steel frame house of the future (see illustration below).  That provided an additional incentive for Hobart to move into the prefab steel home business.

SAH stated, “When orders for Hobart’s equipment failed to materialize, the company decided to manufacture houses itself. By the end of 1934, it had formed the Hobart Welded Steel House Company to fabricate, promote, and sell all-steel houses, for an average price of $5,000.”

The Hobarts reportedly platted land just south of their factory in 1936, and had 9 homes completed by 1938.  During the Depression, that didn’t take off as hoped, so the homes were rented.

A second project was undertaken, but in 1941, with war production demands heating up, Hobart Welded Steel homes refocused on training welders and making welding equipment.  But SAH says, “Today, nearly all of the Hobart houses have vinyl siding and replacement windows.”

In other words, some of the Hobart homes stood the test of time.

Contrasting the relatively costly steel framed prefab concept, with the trailer houses that later evolved into mobile homes, affordability is clearly one of the driving factors that trailers – turned mobile homes evolved into manufactured homes a success.

There are many kinds of factory built housing, as the Hobart Steel Framed housing saga makes clear. The homes in the photos above have in common that they are all built on a frame, designed to be moved to their destination. Trailer houses evolved into mobile homes, which evolved into manufactured homes. The terminology is not to be co-mingled, each is a distinct type of home. The popularity of mobile homes rose rapidly in the post World War II period. The first big drop came during the time that the HUD Code for manufactured housing was passed and went into effect. Chart above credit, Calculated Risk.

Certainly, the Hobart family has enjoyed their own success, in creating enduring housing.  Mass production of factory built housing on frames – which lead to today’s manufactured homes, is an entirely different kind of accomplishment.  ##
