White House Official Statement on Artificial Intelligence – Industry and Business Summit

Long before others in manufactured housing raised the topic of artificial intelligence (AI), robotics and automation as a concern for workers and independent businesses, the Daily Business News on MHProNews has led the charge on raising the industry’s awareness of the many nuances to this disruptive challenge.

 

With giants like Clayton Homes, directly and via surrogates, touting their edge in this field, the presidential initiative on AI is timely (see related reports, at the end of this post, below).  Part of the discussion needs to be how can the playing field be kept level between huge companies and smaller firms, down to the mom-and-pop level company?

PRIORITIZING FUNDING FOR ARTIFICIAL INTELLIGENCE (AI) RESEARCH AND DEVELOPMENT (R&D): The Trump Administration has prioritized funding for fundamental AI research and computing infrastructure, machine learning, and autonomous systems.

  • The Federal Government’s investment in unclassified R&D for AI and related technologies has grownby over 40% since 2015, in addition to substantial classified investments across the defense and intelligence communities.
  • In the annual guidanceto heads of executive departments and agencies, Office of Management and Budget (OMB) and the White House Office Science and Technology Policy (OSTP) directed agencies to focus on emerging technologies including machine learning and autonomous systems.
  • President Trump’s FY2019 Budget Request was the first in history to designate artificial intelligence and autonomous and unmanned systems as Administration R&D priorities.

REMOVING BARRIERS TO AI INNOVATION: The Trump Administration is enabling the creation of new American industries by removing regulatory barriers to the deployment of AI-powered technologies.

  • Last September, the Department of Transportation released an updateto the 2016 Federal Automated Vehicles Policy, providing non-regulatory guidance to automated vehicle developers to enable the safe integration of driverless cars onto American roadways.
  • In October, President Trump signed a Presidential Memorandumto permit States and localities to conduct innovative commercial and public drone operations currently prohibited under FAA regulations.
  • Last month, the FDA approvedthe first ever AI-based device for medical diagnostics to detect diabetic retinopathy, the leading cause of blindness among working-age Americans.

TRAINING THE FUTURE AMERICAN WORKFORCE: President Trump has taken Executive action to give the American worker the skills to succeed in the 21st century economy.

ACHIEVING STRATEGIC MILITARY ADVANTAGE: The Trump Administration’s National Security Strategy recognizes the need to lead in artificial intelligence, and the Department of Defense is investing accordingly.

  • President Trump’s National Security Strategywas the first in history to specifically call out the importance of AI for the future of the American military.
  • The National Defense Strategycommitted to investing broadly in military applications of autonomy, AI, and machine learning.

LEVERAGING AI FOR GOVERNMENT SERVICES: Executive departments and agencies are applying AI to improve the provision of government services to the American people.

  • The President’s Management Agendacalls for using automation software to improve efficiency of government services and maximizing Federal data sharing with the American public, which will support non-Federal AI research applications.
  • The General Services Administration is conducting pilot programsthat leverage AI, including a tool to predict regulatory compliance that is scheduled for production in cloud.gov this year.

HUD Code Manufactured Home Shipments, Housing Production – March 2018 Data

The Manufactured Housing Association for Regulatory Reform (MHARR) reports that official statistics compiled on behalf of the U.S. Department of Housing and Urban Development (HUD), year-over-year manufactured housing industry production grew again in March 2018.

 

Just-released statistics indicate that HUD Code manufacturers produced 8,830 homes in March 2018, a 7% increase over the 8,245 HUD Code homes produced during March 2017,” said MHARR in a release to the Daily Business News.  “Cumulative industry production for 2018 now totals 25,531 homes, a 9.1% increase over the 23,384 HUD Code homes produced over the same period in 2017.”

MHARR said that, “A further analysis of the official industry statistics shows that the top ten shipment states from the beginning of the industry production rebound in August 2011 through March 2018 — with cumulative, monthly, current year (2018) and prior year (2017) shipments per category as indicated — are:”

CEOs Debate Over Affordable Housing, One Touts Manufactured Housing Concerns

In spite of a strong market, American families are facing unaffordable housing, said Fannie Mae CEO Timothy Mayopoulos on FOX Business Tuesday.

The greatest challenge in housing now is not home price appreciation but really affordability for families,” Mayopoulos in his Mornings with Maria interview.

The government-sponsored enterprise, which is one of the primary providers housing finance for homebuyers, cites lack of wage growth as the culprit.

Rents and home prices are increasing at a faster rate than wages are,” he added.

What manufactured home industry professionals will note is this. Despite Fannie Mae’s bold promises made at this or that event or press release to support manufactured housing, Fannie’s CEO didn’t mention manufactured homes in this mix of needs for affordable housing at all.

In comments reacting to this video interview, The solution to housing affordability has been in front of Fannie Mae’s figurative nose for years, in the form of federally regulated manufactured homes. But both GSEs have resisted providing manufactured housing with any [meaningful] type of support. Congress got so fed up that it passed a law imposing a “duty to serve” manufactured housing on both GSEs. Ten years later, though, Fannie and Freddie have done virtually nothing, and are doing their best to keep it that way,” MHARR president and CEO, Mark Weiss, JD, told MHProNews.

 America is going through a time of upheaval. That’s not news, that’s reality.

 

When rapper Kanye West is making headlines for saying that its time for Blacks to get off the Democratic plantation, that’s a signal for just how turbulent the 2018 midterm elections could be.

Don’t count on a normal midterm cycle.  It’s a jump ball. Which major political party wants it the most, and is willing to work for the votes?

There’s a rising economy, but big time political shenanigans. Still, the landscape is potentially favorable to a manufactured housing comeback.

In MHVille, HUD Secretary Ben Carson has made the news several times this week, as has the U.S. Supreme Court, which will hear an MH related case.

CPFB, MHARR, and MHI are all in the news too.

A new production center is underway, and it’s going to be forged by and for independent retailers.

Another celebrity and her “mobile home mansion” [sic} is a headline on lifestyle and living focused MHLivingNews.

And a brave totter driver pulling a true mobile home in a tough spot on video are all among the headlines in the week that was.  Check ‘em ALL out…

…and then, last but not least.  The national news that impacts us all, in or out of manufactured housing.  The president’s approval numbers are rising.  Perhaps its because the economy has been steadily improving?  Or the various promises kept, with work being done on more?

Since the GOP Convention, the 45th president has had overwhelmingly bad press.  Love him, fear his agenda, or anything else along the spectrum, Donald J. Trump is as much our president as the 44 Chief Executives before him, going back to George Washington.  It’s worth listening to what he has to say about himself, his agenda, unfiltered. HUD Secretary Ben Carson Praises Manufactured Housing, and the Manufactured Home Industry’s Importance to Solve Affordable Housing Crisis

The “U.S. Department of Housing and Urban Development (HUD) Secretary Ben Carson reaffirmed his commitment to reforming the Department’s manufactured housing program,” said the IMHA in a statement to the Daily Business News.

 

Secretary Carson stated the importance of manufactured housing as a source for addressing the nation’s affordable housing crisis and that HUD’s approach to the regulation of manufactured housing should change,” the Indiana state association said.

According to the economists, we are experiencing the biggest jump in housing prices in four years – prices are rising while the supply of housing is getting smaller. It’s basic supply and demand,” said Secretary Carson, M.D.  “That’s why everyone in this audience and the manufactured housing industry is so important – and that’s why I am here today.  You are a big part of the solution to providing unsubsidized, quality, affordable housing.”

The comments echoed what he said recently to a Senate oversight hearing in the video, posted below.

Secretary Carson said, “HUD is now positioned to usher in a new era of cooperation and coordination with your industry.  Make no mistake, we understand how you are vital to our economy and to our agency’s goal of making safe, quality, desirable and affordable homes for millions of hard working Americans.”

 

Secretary Carson recognized the work the industry is doing to make homes more affordable, while creating good jobs.

Secretary Carson noted that the Trump Administration appreciates all the efforts underway in the industry, specifically citing the use of a number of American suppliers and products when constructing manufactured homes.

Unlike his predecessor, Secretary Julian Castro who appeared at an MHI event via video, Dr. Carson made a personal appearance at the Manufactured Housing Institute (MHI) annual meeting in Las Vegas. The Trump Administration has been widely seen as more business and regulatory friendly than prior ones. ## (News, analysis, and commentary.)

On the lighter side of the industry tonight, is this video of a Turkish transporter, who is pulling their version of a mobile home.

 

Lighter side?  Pretty serious stuff!

Recall that while here in the U.S., there have been no mobile homes built since June 15, 1976, when “manufactured homes” built to the HUD Code became the law, in several other nations, mobile homes still exist.

 

There is not nearly enough recognition and praise given to those who safely transport and install a manufactured home.

“Ignorance” at Work, Proposed Code Change Would Impact Thousands

There is “ignorance” – or prejudice – arguably at work in the Texas city moving to limit manufactured homes in their jurisdiction.  By their own estimates, thousands will be impacted.

 

The City of Kilgore, Texas Planning and Zoning Board approved changes “unanimously recommended,” per the Longview News Journal.

Manufactured housing lots are scattered throughout the Kilgore City Limits – there’s space for, potentially, more than 7,000 mobile homes [sic],” said the Kilgore News Herald, adding, “A proposed change to the city’s codes would limit such structures (mobile or manufactured) to designated areas moving forward.

Recommended changes won’t necessarily affect residents of existing manufactured homes, city leaders said. Existing homes also can be replaced one time, but only if the home is the same size or larger than the existing residence and is no older than 5 years old,” according to Jimmy Daniell Isaac for the Longview News Journal.

What’s there is there and you can replace it,” once, Kilgore Planning & Zoning Director Carol Windham said, per the Kilgore News Herald. “We’re not going to take that away.” If approved, ‘Single Family Manufactured Housing’ will be eliminated outside specific spots: “We’re not allowing any more unless you put it in a licensed mobile home park. That’s pretty much the gist of it.”

But the Longview report suggests the quote above from Kilgore’s paper isn’t quite accurate.  If a home is lost in a fire, for example, and must be replaced with one that’s 5 years old or newer, that may cause some property owners to de facto have their rights limited or taken, depending upon their economic circumstances.

This is what all of the surrounding communities have done,” commissioner Terry Thrower said in Isaac’s report. “City Council members will consider final approval of the ordinance changes in May, City Planner Carol Windham said. If approved, it would end nearly a year of subcommittee and workshop discussions about regulating manufactured housing in Kilgore.”

This particular listing has two homes, plus a garage and out buildings, for about the same price as the median conventional house. The main home is a manufactured home, the photos did not show the second home, but it too is likely a HUD Code manufactured home. Two homes, plus an acreage, for the price of one.

In a posted comment on both news sites, “It seems like some civic leaders in Kilgore are not aware of the “Manufactured Housing Improvement Act of 2000.” That federal law gives “enhanced preemption” to federally regulated manufactured housing,” wrote L. A. “Tony” Kovach, publisher of MHLivingNews and MHProNews.

At the very time that millions across the nation – including in Texas – are struggling with housing that costs too much, why in the world would Kilgore make it more difficult to buy the most affordable kind of permeant housing available?” – Kovach rhetorically asked.

The likely answer is ignorance, which means, lack of knowledge,” Kovach said, “University level studies demonstrate that manufactured homes properly installed appreciate side by side with conventional housing. A study done by Chang Tai Hsieh of the University of Chicago, and Encirco Moretti said that cutting off affordable housing cost the American economy some $2 trillion dollars annually.”

Just because other locales have done something, doesn’t mean that Kilgore should follow suit. More study is warranted, because violating federal law and costing your economy makes no sense,” Kovach’s remarks concluded.

In a report entitled “Local Star Chambers Wage War on Affordable Housing,” Texas retailer Gary Adamek, Fayette Country Homes said that zoning related issues were more harmful to the industry than Dodd-Frank ever was.

JD Harper of the Arkansas Manufactured Housing Association (AMHA) referred to similar placement and zoning issues in his state as “economic racism,” and praised the Rev. Donald Tye Jr. call for HUD to step up and enforce enhanced preemption.

 

At the very time that HUD Secretary Ben Carson has called modern manufactured homes “amazing,” and the Trump Administration is striving to create more economic opportunities for Americans, why would Kilgore – or any other town – choke off economic options, by limiting affordable housing?

The Manufactured Housing Association for Regulatory Reform (MHARR) has sounded of for years on the need to enforce enhanced preemption, the most recent example is in the report linked above. Are They Among the Best Advocates for Manufactured Housing and Manufactured Home Living?

It should be patently obvious that among the best possible sources for information on manufactured home living are consumers.

 

Unfortunately, as the Daily Business News has documented for years, the news stories found in much of the mainstream media routinely sees a negative tilt to manufactured housing, often incorrectly called trailer houses,” “trailer parks,” and “mobile homes” by reporters.  Sadly, not many in media use the correct term of manufactured home, when the factory built home as constructed after June 15, 1976 to the HUD Code standards.

The affordable housing is such a huge issue that a Google search today yielded 104 million search results.

Among the reasons why the work of pro-industry trade media can be irreplaceable are found in the two screen captures shown below.

Make no mistake, this can’t be done solo, it is always done in conjunction with and thanks to the support of clients and sponsors of MHProNews and MHLivingNews.

This is an important part of how the industry can advance from low levels, to robust levels. It should be obvious that with shipments in 2017 under 100,000 when RVs are outselling manufactured homes by more than 5 to 1, that something must be done differently.  What’s happened for the last 5, 10 or even 15 years is proven not to work by shipment statistics.

Google’s results – shown above – are an indicator of how this can and does, work.  What’s necessary, is to scale the proven results.  Positive stories must be done on MHLivingNews several times a week.  Debunking negative stores must be done within hours or days, whenever possible. That must happen routinely.  Pretty photos, cool websites, 3D tours, and wonderful videos are fine.  But if they were the solution to the industry’s needs, manufactured homes would be selling well north of 500,000 new homes a year.

There’s an ongoing drum beat of news media coverage that reflects on manufactured homes and their owners.

 

In part because of the principle of significant numbers of editors – “If it Bleeds, if Leads” – many hard news media, stations, and news channels tend to focus on problems, as opposed to ‘good news.’  Simple Google searches demonstrate that reality when it comes to manufactured homes, as the report linked below reveals. To be fair, its not universally true.  There are arguably some mitigating circumstances, for example, when a writer is rushed and relies on stereotypes instead of in depth research.  But the fact remains that a survey of most news coverage about manufactured homes tend to be negative, rather than positive.

Given the affordable housing crisis, the general pattern of media coverage is a problem for millions of home seekers, who are kept in the dark due to in part to a general lack of understanding of what the realities are today.

There are exceptions to that pattern of media bias or ignorance, as the report linked below reflects.  As other Daily Business News reports have indicated, public officials also play a role in this challenge of misinformation.  The same could be said about some significant forces within the ranks of the industry, who fail to routinely defend the industry which they are supposed to promote.
