Bipartisan Call for FEMA to Intervene, Now

The New York Times reports that Senator “Marco Rubio and Democratic U.S. SenBill Nelson on Monday said in a letter to FEMA’s director that the alternative housing must be deployed.”


Those alternative units requested that Brock Long, the director of FEMA, deploy RVs and FEMA Manufactured Housing Units, or MHUs.  Regrettably, MHU wasn’t the terminology used.

In a release to the Daily Business News on MHProNews, Senator Rubio’s office said that, the two Florida senators plus “U.S. Representatives Neal Dunn (R-FL), Matt Gaetz (R-FL) and Al Lawson (D-FL) requested FEMA Administrator Brock Long quickly approve the State of Florida’s request for direct housing assistance for areas hit by Hurricane Michael.  Housing assistance requested includes recreational vehicles, mobile homes, direct lease and other needed resources in the affected areas.”

Dear Administrator Long:

It has been more than two weeks since Hurricane Michael made landfall in North Florida, and many are still struggling to repair and rebuild their lives. Schools in the most heavily impacted areas remain closed, and people are still working to find alternative housing solutions due to their homes being uninhabitable. The magnitude of this storm requires the use of all available resources from FEMA to ensure recovery. As such, we ask that you quickly approve the state of Florida’s request for direct housing assistance in the affected areas.

Hurricane Michael caused catastrophic damage across the Panhandle of Florida. The requested resources, which includes recreational vehicles, mobile homes, direct lease, multifamily lease and repair, and group sites, must be deployed immediately in order to reduce suffering and allow displaced individuals to recover from the storm. Effective housing alternatives are critical in the Panhandle’s recovery effort, and the swift approval of Florida’s request will ensure that needed housing resources are deployed. Northwest Florida suffered catastrophic damage to its housing stock, and those Floridians will need every available federal resource to aid in their recovery.

Timeline of Rubio Actions Related to Hurricane Michael:

  • On October 24, 2018, Senator Rubio, Nelson were joined by Representatives Dunn, Gaetz, and Lawson in urging Secretary Ross to approve the Governor’s request for a federal fishery resource disaster declaration due to Hurricane Michael’s impacts on the Florida Panhandle and its fishing communities.
  • On October 22, 2018, Rubio urged Secretary of the Air Force, Heather Wilson, to repair and restore the F-22 Raptors damaged in Hurricane Michael to mission capable status as soon as possible.
  • On October 22, 2018, Rubio encouraged FEMA Administrator Brock Long to implement recommendations outlined in a report by the Office of Inspector General in order to help Florida repair and rebuild from the devastation caused by Hurricane Michael, and future storms.
  • On October 16, 2018, Rubio urged Secretaries Carson, Mnuchin, and Director Mulvaney to provide federal relief for Floridians impacted by Hurricane Michael.
  • On October 16, 2018, Rubio met with Franklin County and Gulf County officials to discuss the ongoing recovery efforts after Hurricane Michael.
  • On October 15, 2018, Rubio surveyed the damage caused by Hurricane Michael and met with local officials in Marianna Florida.
  • On October 15, 2018, Rubio urged Secretary of Education Betsy DeVos to assist Florida schools affected by Hurricane Michael, particularly, by quickly approving Project SERV applications, which are critical to recovery efforts
  • On October 15, 2018, Senators Rubio and Nelson, with members of the Florida delegation, sent a letter urging FEMA Administrator Brock Long to approve Florida Governor Rick Scott’s request to initiate the Transitional Sheltering Assistance (TSA) program for the remaining 13 counties impacted by Hurricane Michael.
  • On October 12, 2018, Rubio surveyed the damage caused by Hurricane Michael in the Florida Panhandle.
  • On October 12, 2018, Rubio and Nelson with Rep. Neal Dunn urged Secretary Wilson and General Goldfein to expedite repair and restoration operations at Tyndall Air Force Base, which was critically impacted during Hurricane Michael.
  • On October 11,2018, Rubio and Nelson urged Secretary of Veterans Affairs (VA) Robert Wilkie to authorize increased outreach efforts and benefits assistance for Florida veterans impacted by Hurricane Michael.
  • On October 11, 2018, FEMA Administrator Brock Long briefed Rubio on damage caused by Hurricane Michael.
  • On October 10, 2018, ahead of Hurricane Michael’s landfall, Rubio urgedAttorney General Sessions, Health and Human Services Secretary Alex Azar, and Internal Revenue Service Commissioner Charles Rettig to assist communities affected by the storm.
  • On October 10, 2018, following Hurricane Michael’s landfall, Rubio, Nelson and Florida Representatives urged President Donald Trump to approve Florida’s request for a major disaster declaration. Today, the President approved the State of Florida’s major disaster declaration.
  • On October 9, 2018, Rubio joined Senator Nelson and Florida Representatives in urging President Trump to approve Florida Governor Rick Scott’s request for a pre-landfall emergency declaration ahead of Hurricane Michael.

ROC USA’s Paul Bradley wins Jerry Voorhis lifetime achievement award for role fostering Cooperatives

The Voorhis is a lifetime achievement award that recognizes significant leadership in both theory and practice. Jerry Voorhis was a five-term U.S. Congressman from California who lead the National Cooperative Business Association, known then as the Cooperative League of the United States of America.

The award is presented annually by the NAHC. The NAHC is a national federation of housing cooperatives, mutual housing associations, other resident-owned or controlled housing, professionals, organizations, and individuals interested in promoting the interests of cooperative housing communities.

Incorporated in 1960, MHProNews learned that NAHC is the only national cooperative housing organization.

Dodd- Frankenstein – SEC 2013 Annual Whistleblower Report

The SEC is required to publish an annual whistleblowers report, the 2013 download of which is available here. The attorneys behind the website “Dodd-Frank-com” state “ Fiscal 2013 drew 3,238 complaints compared to 3,001 in 2012, an 8% increase.”  Did you check that, over 3000 complaints a year, or about 9 daily. For retailers, communities and others involved in manufactured home lending, lease-purchase, rent-to-own or other instruments deemed to be ‘financing’ per the Consumer Financial Protection Bureau, this ought to be the latest wake up call. MHProNews suggests that once you’ve had your coffee, see if your Congressman is on this list, and either call to thank them or call to ask for their support of HR1779. ##

Congressman Criticizes Cordray

Rep. Patrick McHenry, (R-N.C.) rapped Consumer Financial Protection Bureau (CFPB) Director Richard Cordray for suggesting credit unions make mortgages to borrowers they see as a reasonable credit risk even though they fall outside the guidelines of the qualified mortgage (QM) rule. Rep. McHenry says that is opening the door for potential litigation against lenders. As nationalmortgagenews tells MHProNews, the QM rule, which is scheduled to take effect in Jan., 2014, protects lenders from litigation in cases of default, and also protects Fannie Mae, Freddie Mac and FHA loans. But McHenry, as Chairman of the House Financial Services Subcommittee on Oversight says: “If you truly desire that creditors venture outside the walls of the QM rule, I strongly recommend the CFPB work to remove the repercussions of legal action, rather than simply urge lenders to try their luck.”

Making Manufactured Housing SAFE from Dodd-Frank

Manufactured Housing Institute (MHI) lobbying dollars credit: OpenSecrets-posted on MHProNews.comPerhaps 20,000 to 30,000 jobs and the home values of some 4 million pre-HUD Code mobile and post-HUD Code manufactured homes hangs in the balance of the passage of HR 3849. Can it get done? Experts tell MHProNews that it will require a strong grass roots effort by industry professionals to make it happen. The chart below is one reason why. Lobbying dollars from manufactured housing pales in comparison to other housing related groups. According to OpenSecrets, $66,477,304 was spent on real estate lobbying in 2011. The National Association of Realtors alone spent $22,355,463 in 2011. But 100% sign-on to HR 3849 by all the House members in MS and OK – congressmen representing both parties – proves it can be done. One source told MHProNews that there are three reasons MS got all their congressman on board “Jen Hall, Jen Hall and Jen Hall,” meaning Jennifer Hall and the Mississippi Manufactured Housing Association’s efforts. Doug Gorman explains how it was done in OK in an exclusive Industry Voices guest column. Tony Kovach said, “Use the information at this link to HR 3849 to get your congressman on board. Then contact your manufactured home owning residents and customers with this link and have them contact their congressman too. Call and email, get others to do the same. If we want to fix Dodd-Frank and SAFE so we can sell more homes and protect manufactured home owners values, just do it.
