Attorney General Sues Manufactured Home, Modular Housing Company, and owner Stanley Hall

New York “Attorney General Barbara D. Underwood today announced an order directing Walker’s Manufactured Housing, Inc. (“Walker’s”) and its owner, Stanley Hall, to explain their failure to sit for testimony as required by the Attorney General’s subpoena,” said in a release to the Daily Business News.


My office will aggressively investigate retailers of manufactured home and land deals who shirk their legal obligations to provide homes that are safe, durable, and suitable for occupancy,” Attorney General Underwood said. “Transparency and fair dealing is necessary in every transaction involving New York State consumers.”

Underwood is the acting AG in New York. She took over the role recently, after a scandal forced the resignation of her predecessor earlier this month. 4 different women alleged that prior AG Eric Schneiderman sexually assaulted and abused them, per the New York Times.

Following multiple consumer complaints, the Attorney General’s office opened an investigation into the company’s business practices and issued a subpoena for Stanley Hall to appear for questioning,” the state tells MHProNews.

Mr. Hall refused to answer questions, improperly asserting a blanket Fifth Amendment privilege, and terminated the hearing. The order issued by Supreme Court Judge James P. McClusky of Jefferson County compels Walker’s and Stanley Hall to explain why the Judge shouldn’t further order their compliance with the Attorney General’s investigation, per the NY AG’s office.

Multiple consumers in Jefferson County filed complaints with the Attorney General’s office regarding the advertising, sales, and installation practices of Walker’s Manufactured Housing, Inc.,” stated the attorney general’s office.

The Attorney General issued a subpoena to Stanley Hall to appear for questioning.  But Hall refused to answer any questions and terminated the hearing, per the AG’s release. The order announced gives Walker’s and Mr. Hall until late June to explain their failure to properly provide testimony to aid the Attorney General’s investigation.


Mr. Hall said he has never received any complaints of incomplete buildings, delays, not following design specifications or other similar accusations in 52 years of business. When asked why he asserted his Fifth Amendment rights during the conference, Mr. Hall said he was following his attorney’s advice,” per the Watertown Daily News.

There’s a lot of false information; a lot of false accusations” from the AG’s office, Mr. Hall told local media.

Executive Summary

The combination of the new tax law, a growing economic boom, and talk by Apple and other tech giants of bringing back to the U.S. some $200-$400 Billion dollars in 2018 alone will create a search for valuable ways to deploy that capital.

With the affordable housing crisis widely publicized, housing is a trillion-dollar a year sector that is poised for even more growth.

As real estate and investment mogul Sam Zell has observed, when others are looking right, go left. Where is “left” in the housing industry?

A sector that has drawn – arguably for the wrong reasons – resistance and pushback.  Who says?   Harvard, among others.

There are already billionaires – including Zell and Warren Buffett – plus thousands of others deeply involved making plays in manufactured housing.  That said, it’s still very much a ’boutique’ industry compared to others.

Public Official, Senators Tour Manufactured Home Community, Production Center

NewYorkHousingAssocTourChampionTitanManufacturedHomeProductionCenterMHProNewsNew York State Homes and Community Renewal Commissioner RuthAnne Visnauskas, Senator Betty Little, Senator Joseph Griffo and their staffs spent the day visiting the Champion Home Builders Titan Homes Division factory in Sangerfield, N.Y. and Jensen’s Cherrywood Community in Clinton, N.Y.,” the New York Housing Association (NYHA) said in a release to the Daily Business News.

The officials asked great questions and received excellent answers from the Titan staff,” per the NYHA release.

Besides meeting Champion’s Titan division leaders, “the officials toured the entire factory, beginning at the frame building department, continuing through each station in the building process. In the finishing department the officials were able to enter a few home sections that were being cleaned and prepared for shipment.


Titan Homes had just finished their Fall Retailers Factory Show and still had two finished and decorated homes,” stated the NYHA. “The officials had an opportunity to tour each of the manufactured homes on display.”


Following the Titan Homes factory tour, the officials were escorted by NYHA Executive Director Nancy Geer and NYHA Legislative Counsel Mark Glaser to Jensen’s Cherrywood Community in Clinton, N.Y.,” NYHA explained.


Their release said that, “Jensen’s Cherrywood Community is a 55+ Community with many amenities near Utica, N.Y.”

New HUD Code Manufactured Home Factory Opening, State Announces Hundreds of News Jobs

ChampionHomesOpeningNewManufacturedHomeFactoryLeesvilleLAMHProNewsGovernor John Bel Edwards and the Louisiana Economic Development (LED) office tell MHProNews that Champion Home Builders Executive Wade Lyall announced “the company plans a $1.3 million capital investment to build manufactured homes in Leesville,” LA.

Champion plans to create 200 new direct jobs with an average annual salary of $35,000, plus benefits,” the LED statement said. “Louisiana Economic Development estimates the project also will result in 218 new indirect jobs, for a total of 418 new jobs in Vernon Parish and the Central Louisiana region.”

The report says that the production center is expected to be open in early 2018.

Manufacturing accounts for a substantial portion of Louisiana’s economic output, and we are happy to add Champion Home Builders to that roster,” Gov. Edwards stated. “Leesville and Vernon Parish will provide a good home for this national company, and the jobs created by this project will be filled by a talented workforce in Central Louisiana. Champion is a leader in its field. We congratulate the company on its continued growth, and welcome Champion to Louisiana.”

Industry, Corporate Context

As the Daily Business News has been reporting, manufactured home production have been rising. As that link reflects, total production may be the highest in a decade by years end.

Champion Homes Expanding Operations in Kentucky

champion_homes__creditChampion Home Builders will invest $6.3 million in a manufacturing plant in Benton, Kentucky, leasing a 100,000 square foot facility and create up to 150 jobs for production of manufactured homes, according to kyforward.

As encouragement to the investment in the community, the Kentucky Economic Development Finance Authority has initially approved up to $2.25 million in tax incentives through the Kentucky Business Investment program. Champion will also be eligible to receive job placement services, reduced-cost customized training as well as job training incentives through the Kentucky Skills Network.

Starting as a single manufacturing plant in Troy, Michigan in 1953, Champion now operates 28 manufacturing facilities throughout North America and Europe, employing over 4,200 people. Modular Multifamily Apartments is a Growing Attraction for Urban Areas

modular_apartment__nreionlin__credit_April_17Construction of modular, multifamily apartment building Hilltop House began in mid-summer, and 7 1/2 months later it was open for occupancy in Winston-Salem, North Carolina. Champion Home Builders, Inc. built the 52 modules in 36 days, and it took eleven days to site the 65 apartments in an historic neighborhood downtown, according to nreionline.

Another 1,000 units are planned for the downtown area within the next few years, much like Hilltop, developed by HTBT Properties, and the modular method may give advantage to staying ahead of the competition.

The multifamily housing market is poised for strong growth in the upcoming year,” says Tom Hardiman, executive director of the Modular Building Institute (MBI). “Modular construction is ideal for this market as it shortens the overall construction schedule allowing for earlier occupancy and quicker return on investment.

The quality of construction benefits from being in a controlled environment, reduces the cost of labor, and can often save 20-30 percent in time. In addition, many construction companies folded as a result of the housing downturn that began in 2008, forcing construction workers into other labor markets.

One major drawback is some of the more desirable multifamily development sites are in urban areas where young professionals want to live. MHProNews understands moving a flatbed truck loaded with a 40-60 foot module through congested traffic for a crane to offload it at the site can sometimes lead to costly delays. ##

Champion to Partner with Winnebago for RV Park Models

Champion will introduce the first Park Model RV at Winnebago’s Dealer Days in Las Vegas this April, as cnnmoney informs MHProNews. The models will be sold at Winnebago dealers and at Park Model RV dealerships in the U. S. and Canada.

Latest GIA Reports Show Consumer Preference for Factory-Built Homes

magnolia-home-henry-stahla-scottsbluff-nebraskaThe increased need for affordable housing in today’s market along with concern about the present economic climate is influencing consumers to be wary of spending heavily on site-built homes. These conditions lead to increased consumer preference for houses that can be built quickly with cost efficiency, and factory-built homes can meet that need. These homes are available at a price about 20 percent lower than traditional site-built homes.

A new report by Global Industry Analysts, Inc. (GIA) reveals that shipments of factory-built housing in the United States are projected to reach 133,000 units by 2020, driven by the strong demand for eco-friendly and energy-efficient homes.

As stated by the GIA new market research report, prefabricated housing is re-emerging as a one-stop solution for affordable, eco-friendly housing in the United States, after years of sluggish growth. Single-section manufactured housing is expected to witness the highest growth at a projected CAGR of 5.4%.

PR Web tells MHProNews that each year, more homebuyers are beginning to realize that manufactured, modular, panelized, and precut homes are desirable and affordable housing solutions available in the United States. Manufactured housing represents the largest market segment accounting for the bulk of shipments. While manufactured homes are built according to HUD building code, modular, panelized, and precut homes are built per the state and local building regulations.

Other advantages offered by factory-built homes include better quality and durability because building processes are carried out in controlled environments, reduced raw material waste, and economies of scale in purchasing building materials and components. Given their huge order quantities, manufacturers of factory-built housing have greater bargaining power with material suppliers. The production cost benefits from factory-built homes are passed on to the homeowner, making these homes more affordable.

Manufactured housing communities are projected to increase from 28.6% of the market in 2013 to 30.7% in 2015.  Manufactured housing on private property is projected to decrease from 71.4% of the market in 2013 to 69.3% in 2015.

GIA names Clayton Homes, Cavco Industries, and Champion Home Builders as the top three in the industry, comprising approximately two-thirds of the business.  Other companies make up one-third of the chart.

Penn. Women Awarded $60k over Mangled Modular Home Deal

david_valenti__mark_moran__the_citizen_s_voice__creditIn a story MHProNews has been following since earlier this year, and last posted an article July 30, 2014, regarding Wyoming Homes owner David Valenti being charged with theft for selling modular homes and not delivering, a Freeland, Penn. women was awarded $59,060.28 in damages for a home that was delivered late and in disrepair. Geraldine Kale paid for the home in full in March, 2010 to be delivered by May 22 of that year, but it did not arrive until Dec. 2010, damaged, after she had paid to store belongings and live in hotels following the sale of her previous home. Luzerne County Court Judge Thomas F. Burke, Jr. awarded her lawyer $11,000. Neither Valenti nor any representation appeared at the proceedings, according to

Valenti is facing theft charges in other similar cases, as well as an attempt by the state attorney general to permanently close the business. Champion Home Builders filed a five count lawsuit in county court last week alleging Valenti and his company have not made payments on manufactured homes, seeking $59,400 on each count. Additionally, the IRS filed a $6,450.25 lien against Wyoming Homes earlier this year. ##

Michigan MH Residents Prepare for Summer Storms

michigan manufactured housing association logoThe Michigan Manufactured Housing Association (MMHA) reminds occupants of system-built homes that potentially damaging summer wind and rain storms are at their peak and residents should ensure that roofs are in good condition and rainwater is directed away from the foundations. While manufactured homes (MH) are built to strict federal standards under the U. S. Department of Housing and Urban Development (HUD Code), they also have to meet the Michigan Residential Building Code standards, which apply equally to site-built homes for safety and energy efficiency. According to, Bobby Campbell of Champion Home Builders, Inc. says MH must pass third-party review throughout the construction process, an inspection not required for site-built homes. “The Engineered Wood Association did a report after Hurricane Andrew hit Florida and found that when the manufactured home was properly installed, it withstood the hurricane force winds better than most stick-built homes,” Campbell says.
