Carson, FEMA Brock Long, Maximum Utilization of Manufactured Housing As Emergency Relief, Replacement Housing-MHARR

Long (copy attached), has called on both agencies to make “full and maximum” use of HUD-Code manufactured homes, the association tells MHProNews.

MHARR urged officials to use manufactured homes as both emergency relief and replacement housing for Americans impacted by Hurricane Harvey and expected-Hurricane Irma.

In Washington, D.C., MHARR President and CEO Mark Weiss stated: “HUD Code manufactured homes provide FEMA, HUD and other government agencies at the federal, state and local level with a dependable and rapidly-deployable source of safe, high-quality housing to meet their respective missions in support of disaster victims.”

In the U.S., millions are still working, hoping and praying for the original American Dream: home ownership.

More than a half a century since the “War on Poverty” began, not much has changed – and the nation is in the midst of an affordable housing crisis, where preservation, and creation, are both critical.

It appears that a key part of the solution to the affordable housing crisis is buried at the Department of Housing and Urban Development (HUD), the agency that Dr. Ben Carson now heads.

Secretary Carson has spoken of private-public partnerships as a part of the solution, and President Donald Trump has promised to fight for the forgotten Americans who elected him. The president also vowed to “drain the swamp” in Washington, D.C.

The president wants to create millions of jobs. He has started an aggressive agenda of regulatory rollbacks, sparking new economic activity and confidence.

Well, let me put it to you this way, if this industry was to create a person to put in the White House for betterment of our industry and consumer, they could not have come up with a better person than President Trump,” said Ghorbani.

If this industry, by the time he’s done 4 years, or hopefully 8 years, if this industry does not advance the way it should, the way it must in Washington, I hate to say this, the industry has dropped the ball.”

Manufactured housing is the private sector solution to affordable housing, without costing government subsidies. And we can supply that need,” said Weiss.

We just need to be unshackled from excessive regulations, in order to pursue our full potential.”

Ben Carson Confirmed as HUD Secretary, MHI and MHARR Commentary

The Senate, in a 58-41 vote Thursday, has confirmed Dr. Ben Carson to be the next Secretary of the U.S. Department of Housing and Urban Development (HUD).

Carson’s nomination was approved by a bi-partisan majority of the Senate Banking, Housing and Urban Affairs Committee in a vote on January 24, 2017.

Dr. Carson’s then-pending confirmation came up during the MHI meeting in San Antonio, February 12-14th.

MHI’s Senior Vice President of Government Affairs and Chief Lobbyist, Lesli Gooch, Ph.D. created some hallway buzz among members after her briefing on Monday, February 13th.

from an inside source that predicted Dr. Carson would be confirmed that Friday [Feb 17th],” a MHI connected source in attendance told MHProNews.

That proved to be incorrect,” another source said, “which those who know Washington [D.C.] well would have known, because senators routinely take off on Friday to travel home.”

The Daily Business News was advised that Gooch said there would be heavy engagement of HUD by MHI, once Carson was confirmed.

When MHProNews asked MHI staff and senior members during the meeting if they favor keeping Pam Danner on at HUD, the reply was that the issue had not yet been decided by the executive committee.

Dr. Carson has also indicated that one of his first initiatives as Secretary will be a nationwide “listening tour” regarding the operation of those programs and the housing needs of Americans.

MHARR says that an item of particular importance for the HUD Code manufactured housing industry, as the nation’s private-sector affordable housing solution, is Dr. Carson’s comments at his January confirmation hearing.

At that time, Secretary Carson emphasized the importance of private sector involvement and public-private initiatives to more effectively meet HUD’s mission and serve the affordable housing needs of lower and moderate-income Americans. Equally important for the HUD Code manufactured housing industry, particularly its smaller businesses that have suffered for nearly a decade under costly regulation, will be a commitment by Carson to fully and properly implement all remaining reform elements of the landmark Manufactured Housing Improvement Act of 2000. This also includes President Trump’s signature policy of eliminating unnecessary, job-killing federal regulation.

MHARR congratulates Dr. Carson on his Senate confirmation to be the Secretary of the U.S. Department of Housing and Urban Development and looks forward to working with him to advance the role, the utilization and the affordability of manufactured housing – which must be federally-regulated because of its fundamentally interstate character — across the entire range of HUD housing and housing finance programs, and beyond,said MHARR President and CEO, Mark Weiss.

The Senate Banking, Housing and Urban Affairs Committee has unanimously approved Dr. Ben Carson for Secretary of Housing and Urban Development (HUD.) His nomination now heads to the full Senate for a vote.

Manufactured housing also took center stage, as the Manufactured Housing Institute (MHI) tells MHProNews that Senator Dean Heller (R-Nevada) asked Dr. Carson to describe in writing his view of the role of manufactured housing in the provision of affordable housing in rural areas.

 

I do see manufactured housing playing an important role in providing affordable housing in rural areas. I think it’s important to ensure HUD’s policies promote access to this valuable resource,” said Carson.

After the vote by the senate, Carson will inherit an agency with 8,300 employees and a budget of about $47 billion.

According to WWLP, Committee Chairman Michael Crapo of Idaho praised Carson and his impressive career.

HUD will benefit from having a secretary with a different perspective and a diverse background,” said Crapo.

The committee advanced Carson’s nomination in a simple voice vote without major opposition from Senate Democrats, who are fighting other appointees of President Trump.

Senator Sherrod Brown of Ohio, the leading Democrat on the panel, said he was supporting Carson because of his commitments to address lead hazards, uphold fair housing laws and advocate for rental assistance, despite his reservations.

I would not have chosen him because of his lack of experience and his often troubling public statements over the last three years,” said Brown.

But despite my reservations and my disagreements with some of his positions, I’ll give Dr. Carson the benefit of the doubt.”

Prior to the vote, Brown proposed unsuccessfully that the committee begin requiring Cabinet-level nominees to submit three years of tax returns before confirmation hearings.

Republicans opposed the change.
